Abstract

Jordbruksmark är en begränsad resurs som ofta erkänns som värdefull men som i praktiken
exploateras till förmån för andra intressen. Denna uppsats undersöker hur jordbruksmarkens värde
och funktion formuleras i Linköpings kommuns planeringsdokument med särskilt fokus på hur
markexploatering motiveras. Studien bygger på en kvalitativ innehållsanalys av strategiska
dokument och använder begrepp som planmonopol, väsentligt samhällsintresse och styrningsglapp
för att analysera hur kommunen resonerar kring markanvändning.

Resultatet visar att jordbruksmarkens betydelse lyfts fram i flera dokument, främst i termer av
dess produktionsvärde och som en långsiktig samhällsresurs. Samtidigt ges tillväxtmål ofta
företräde vid målkonflikter där formuleringen av ”väsentligt samhällsintresse” öppnar för
exploatering även av högvärdig jordbruksmark. Analysen indikerar ett glapp mellan nationella
miljömål och lokal planeringspraxis där skyddsaspekten riskerar att marginaliseras. Studien bidrar
med ökad förståelse för hur kommunala avvägningar formuleras och legitimeras i praktiken.

Agricultural land is a limited resource often recognised as valuable, yet it is frequently exploited in
favour of other interests. This thesis examines how the value and function of agricultural land are
articulated in the planning documents of Linköping Municipality, with a particular focus on how
land conversion is justified. The study is based on a qualitative content analysis of strategic
documents and employs concepts such as planning monopoly, essential societal interest, and
governance gap to analyse how the municipality reasons around land use.

The results show that the importance of agricultural land is acknowledged in several
documents, primarily in terms of its productive capacity and its role as a long-term societal
resource. At the same time, growth objectives are often prioritised in cases of conflicting goals,
where the formulation of “essential societal interest” allows for the exploitation of even high-value
farmland. The analysis indicates a gap between national environmental goals and local planning
practice, where protective ambitions risk being marginalised. The study contributes to a deeper
understanding of how municipal trade-offs are formulated and legitimised in practice.
