Abstract

Medborgardeltagande i fysiska planeringsprocesser är en idag vedertagen metod för att skapa bättre underlag i utförandet av planeringsförslag, värna om medborgares rätt till medskapande och öka förtroendet för beslutsfattare. Under senare delen av 1900-talet har metoden tillämpats i olika grad och genom olika modeller. Dessa har haft som syfte att motverka en exkludering av människorna som till stor del berörs av samhällsutvecklingen och planeringen av utomhusmiljöer. Denna uppsats har som fokus att lyfta problematiken, inte bara i tidigare exkluderande planeringsmodeller, utan också i hur medborgardeltagandet tar sig form idag och vilka utmaningar vi står inför i medborgarinkluderande planeringsprocesser. Om vi i framtiden ska kunna tillgodose det ökade behovet av medborgares inflytande krävs också en djupdykning i vad konceptet verkligen innebär och hur samhällets olika aktörer kan lära av varandra.

Först ges en teoretisk överblick kring problemet och vilka modeller och teorier som till stor del används i kontexten kring medborgardeltagande. Därifrån görs en platsstudie av ett projekt med fokus på inkluderingen av medborgare i planeringsprocessen och slutligen görs en kritisk analys av projektet. Först identifieras drag från tre olika planeringsmodeller som tagit sig uttryck i projektet: transaktiv planering, kommunikativ planering och advokatplanering. Två ”kritiska röster” lyfts också för att problematisera utförandet och vilka faktorer som styrde projektet under processen: dels diskuteras Sherry Arnsteins utformade delaktighetsstege från 1969 samt texter av Camilo Calderon som skriver om politiseringen av planeringsprocesser. Sammanfattningsvis konstateras att medborgardeltagande är en komplex metod. Det är svårt att urskilja om det finns tydliga tillvägagångssätt för att fullkomligt låta medborgare vara delaktiga i planeringsprocessen. Jag håller till stor del med de kritiska rösterna, inte minst i att de konstaterar just denna komplexitet och behovet av ett kritiskt förhållningssätt med fokus på maktstrukturer i samhället.

Citizen participation in spatial planning processes play an important role when it comes to laying a solid foundation when implementing planning proposals, strengthening the role of citizens in planning processes and increasing the trust towards decision makers. During the second half of the 20th century, citizen participation has been applied to varying degrees and through various models. The purpose of these models has been, and still is, to counteract the exclusion of citizens that are most affected by societal changes and the planning of the outside environments. This essay focuses on the problem of the excluding models as well as the models that advocates for the inclusion of citizens. To be able to meet the demand of an ever increasing need for citizen participation, we need to make a deep dive into what the concept of citizen participation actually means and how we can learn from each other and prosper as a society.

To begin with, a theoretical overview is given regarding the issue of citizen participation and the models and theories that are frequently applied to the subject. A site study of a specific project, focusing on the inclusion of citizens in the planning process and a critical analysis of the project is made. In the essay, I try to identify whether three different planning models - transactive planning, communicative planning and advocacy planning - are represented in the project. Two critical theories are applied, to problematize the execution and the factors that affected the outcome. These include Sherry Arnsteins Ladder of participation from 1969 and articles about the politics of planning processes by Camilo Calderon. The conclusion is made that the concept of citizen participation is broad and complicated in nature and it is therefore hard to tell if there are ways to fully include citizens in planning processes. I agree with the critical theories in many ways, especially with the notion that citizen participation is complex and that a critical approach to the societal power structures that exist in societies today is needed.
