Abstract

Det samhällspolitiska läget i världen är instabilt och det råder ett ökat hot mot Sverige. 2024
skickades det ut ett häfte med titeln Om krisen eller kriget kommer till alla hushåll för att
informera om hur man bör förbereda sig. Häftet väckte en ökad nyfikenhet för vilket ansvar som
kommuner har gentemot livsmedelsförsörjningen i kristider. Nyfikenheten ledde till
frågeställningen ”Hur kan kommuners markplanering inom ramen för nuvarande lagstiftning
stärka Sveriges livsmedelsberedskap?”.
Genom en litteraturstudie har dokument från svenska myndigheter och organisationer undersökts
tillsammans med rådande och föreslagen lagstiftning. Undersökningen visar att
livsmedelsproduktion och jordbruksmark ligger under totalförsvarets intressen som har prioritet
bland riksintressen i kommunal översiktsplanering. Flera utredningar trycker på ett ökat skydd av
jordbruksmark i lagstiftningen. En utredning för att undersöka möjligheten till ökat skydd är
föreslagen men ännu inte publicerad.
De svenska dokumenten analyseras med stöd av ett teoretiskt ramverk som lyfter begrepp om
internationella rättigheter som relaterar till livsmedel, livsmedelssäkerhet och
livsmedelssuveränitet. Livsmedelssäkerhet som relaterar till tillgången till livsmedel är i dagsläget
inget hot för Sverige men vid händelse av en allvarlig störning på den internationella marknaden
kan Sveriges livsmedelstillgångar försämras. Livsmedelssuveränitet lyfter vikten av makt hos
befolkningen över livsmedelsproduktionen. För en kommunal planerare innebär det att planera in
möjligheter för befolkningen att producera egen mat och inrätta rutiner som visar på att den lokala
produktionen bevaras. Livsmedelssuveränitet har en viktig roll i livsmedelsberedskapen.
Markplaneringen är ett mångfacetterat uppdrag som behöver ta hänsyn till många olika aspekter
och intressen där livsmedelsproduktionen är en. Ansvaret för livsmedelsproduktionen ligger till
allra största del hos näringslivet men den kommunala planeringen har ändå rådighet över
näringslivets möjligheter att utföra sina verksamheter oberoende av kristider eller inte.

The global political atmosphere is currently instable and Sweden is facing an increase in threat.
2024 a brochure titled In case of crisis or war was sent out to all Swedish households aimed to
prepare them for an unpredictable event. This brochure led to a curiosity over the responsibility
Swedish municipalities have in regards to food supply in times of crisis. This curiosity led to the
question “How municipal land-use planning within current legislation can strengthen Sweden's
food preparedness?”
Through a literature study, documents from Swedish authorities and organizations have been
studied alongside current and proposed legislation. The study shows that food production and
agricultural land are considered interests of the total defence that is considered to have the highest
priority of the national interests within municipal master planning. Several studies used in this
paper support a stronger legal protection of agricultural land. An ongoing investigation with the
aim of potentially strengthening the legal protection is yet to be published and presented.
The Swedish documents have been analysed with support from a theoretical framework. The
framework explains international rights regarding food, ‘food security’ and ‘food sovereignty’.
Food security is defined by assured access to food, and there is not a considerable threat against
that in Sweden today. However, in case an unpredicted severe disturbance would occur on the
international food market, then food supply could get scares. Food sovereignty shows the
importance of agency over food production. For a municipal land-use planner food sovereignty
means planning for the citizens ability to grow their own food and instate routines that properly
show that the local food production must be protected. Food sovereignty has an important role in
food preparedness.
Land-use planning is a multifaceted duty that demands consideration for many different aspects
and interests where food production is one. Responsibility for food production is mainly that of
businesses but a municipal planner can make sure that businesses have the ability and possibilities
to carry out their activities, regardless of a crisis.
