Abstract

Under 1700-talet var vargen utspridd över hela Europa, men utrotades i många delar av Västeuropa och södra Asien under 1800-talet. Denna minskning berodde på intensiv jakt och förlust av livsmiljö. Vargen blev alltmer sällsynt och ansågs till sist vara i princip utrotad. År 1979 kom Bernkonventionen, en internationell överenskommelse som syftar till att skydda europeiska vilda djur och växter samt deras naturliga miljö (Havs och vatten myndigheten 2018). En viktig aspekt av Bernkonventionen är att den fastställer skyddsåtgärder för hotade arter och miljö. I samband med detta blev vargen ''strikt skyddad'' enligt konventionen. De flesta europeiska länderna har förvaltat vargen under väldigt strikta förhållanden, vilket Bernkonventionen menar har lett till att vargen ockuperar allt större territorier och fler boskapsskador. Den 20 december 2023 lade EU-kommissionen fram ett förslag om att sänka vargens skyddsstatus enligt Bernkonventionen (Regeringskansliet 2023), något som har väckt stor uppmärksamhet.

I vargdebatten uppmärksammas två sidor, den ena sidan representerar de som är för detta lagförslag och den andra sidan de som är emot detta lagförslag.

Uppsatsens syfte är att analysera språkbruket kring debatten om att sänka vargens skyddsstatus. Vargfrågan är ett laddat ämne, det kan upplevas vara svårt att se denna fråga från motpartens sida. Därför kommer uppsatsens fokus vara att analysera det som sägs, men också vad som uttrycks i form av tystnader och vad som inte diskuteras i form av uttalanden. Jag kommer också att undersöka om det går att se kopplingar mellan individers värderingar och natursyn, ett begrepp som beskriver hur varje individ ser och förstår naturen. Jag undersöker även hur språkbruket kring vargdebatten återspeglar de underliggande värderingarna kring vargfrågan. Undersökningens huvudunderlag är en debatt från Utrikesbyrån (SVT play) där de diskuterade lagförslaget. Det fanns två representanter, där ena var emot detta lagförslag och motdebattören var för detta lagförslag.

För ytterligare underlag kommer uttalanden från olika organisationer och aktörer att undersökas. Emot lagförslaget är WWF, Svenska Rovdjursföreningen, Djurskyddet och World Animal Protection. Svenska Jägarförbundet, Svensk Jakt, Face och LRF, är för detta förslag om lagändring. Uppsatsen kommer att ta inspiration från kritisk diskursanalys för att analysera dessa uttalanden och undersöka skillnader i hur olika aktörer uppfattar de underliggande problemen med hjälp av Bacchis WPR-analys.

During the 18th century, the wolf was spread throughout Europe, but became extinct in many parts of Western Europe and southern Asia during the 19th century. This decline was due to intensive hunting and loss of habitat. The wolf became increasingly rare and was eventually considered to be essentially extinct. In 1979 came the Bern Convention, an international agreement that aims to protect European wild animals and plants as well as their natural environment (Sea and Water Agency 2018). An important aspect of the Bern Convention is that it establishes protective measures for endangered species and the environment. In connection with this, the wolf became ''strictly protected'' according to the convention. Most European countries have managed the wolf under very strict conditions, which the Bern Convention believes has led to the wolf occupying increasingly large territories and more livestock damage. On December 20, 2023, the European Commission presented a proposal to lower the wolf's protection status according to the Bern Convention (Regeringskansliet 2023), something that has attracted a lot of attention.

It is possible to draw attention to two sides, where one side represents those who are in favor of this law proposal and the other side represents those who are against this law proposal.

The purpose of this examination is to analyze the use of language around the debate about lowering the wolf's protection status. The wolf issue is a charged topic, where it can be perceived as difficult to see this issue from the other party's side. Therefore, this examinations focus will be to analyze what is said, but also silences. What is said in the form of silences and what is not addressed. I will also investigate whether it is possible to see connections between individuals' values and view of nature, a concept that describes how each individual sees and understands nature. See how the language used around the wolf debate reflects the underlying values around the wolf issue.

The main basis of the investigation is a debate from the tv program ‘’Utrikesbyrån’’ (SVT play) which discusses the law proposal where there are two representatives, where one debates against this law proposal and the counter-debater debates for this law proposal. For additional evidence, other statements from organizations / actors will be analyzed. WWF, The Swedish Carnivore Association (Svenska Rovdjursföreningen), Animal welfare (Djurskyddet) and World Animal Protection, which represent those against this law proposal. The Swedish Hunting Association (Svenska Jägarförbundet), Swedish Hunting (Svensk Jakt), Face and LRF, which are in favor of this proposal for a change in the law. The essay will take inspiration from critical discourse analysis (CDA) to analyze these statements. This examination will also examine how underlying problems are presented with this law proposal using Bacchi's WPR analysis.
