Abstract

Hunden beskrivs ofta som människans bästa vän och många av oss håller dem som sällskapsdjur och ser dem som en del av familjen. Det finns dock de hundar som är speciellt framavlade för att arbeta för att upprätthålla säkerheten, hundar som arbetar sida vid sida med poliser och militärer. Hundens fantastiska luktsinne och hörsel är en enorm tillgång till olika beskyddande myndigheter, både genom att leta efter bland annat narkotika, bomber, vapen och försvunna människor men även som beskydd vid patrullering och annan tjänstgöring. Hundar avlas fram och testas för att de ska passa till just detta påfrestande och riskfyllda yrke, men hur säkerställer vi hundars välfärd i arbetet och hur ser djurskyddskontrollerna ut för hundar? Detta arbete är en sammanställning av tidigare studier, djurskyddslagstiftning samt uttalanden från respektive tillsynsmyndighet. I arbetet undersöktes hur arbetsuppgifterna kan påverka hundars välfärd, hur ofta djurskyddskontroller utförs av respektive tillsynsmyndighet samt vad konsekvenserna kan bli om djurskyddslagstiftningen inte efterföljs. Försvarsinspektören för hälsa och miljö (FIHM) är tillsynsmyndighet för Försvarsmaktens tjänstehundar och Länsstyrelsen är tillsynsmyndighet för Polisens hundar. Hundarnas arbetsuppgifter innehåller flera risker som har tagits upp i tidigare studier. Både fysiska och mentala påfrestningar ingår i det dagliga arbetet och man kan se flera förbättringsmöjligheter i bland annat utrustningen som används. Vid uttalande från respektive tillsynsmyndighet uppgavs det att det inte finns några skillnader på djurskyddskontrollerna hos Polisen och Försvarsmakten jämfört med civila djurskyddskontroller. Vid personlig kommunikation med FIHM ställdes frågan om det fanns ytterligare djurskyddslagstiftning som kontrollerades inom Försvaret. Svaret från FIHM var att det fanns färre lagstiftningar att förhålla sig till då Försvarsmaktens tjänstehundar är undantagna föreskriften om hållande av hundar och katter (SJVFS 2020:8). Att se över djurskyddslagstiftningen och anpassa den efter tjänstehundar inom Polis och Försvarsmakten hade varit önskvärt för att säkerställa hundars välfärd.

The dog is often described as man's best friend and many of us keep them as pets and see them as part of the family. However, there are those dogs that are specially bred to work to maintain safety, dogs that work side by side with police and military officers. The dog's amazing sense of smell and hearing is a huge asset to various protective authorities, both by looking for drugs, bombs, weapons and missing people, but also as protection during patrols and other duties. The dogs are bred and tested to make them suitable for this particular stressful and risky profession, but how do we ensure the welfare of the dogs at work and what do the animal welfare controls look like for the dogs? This work is a compilation of previous studies, animal welfare legislation and statements from the respective supervisory authority. The work investigated how the tasks can affect the welfare of the dogs, how often animal welfare inspections are carried out by each supervisory authority and what the consequences can be if animal welfare legislation is not followed. Försvarsinspektören för hälsa och miljö (The Defence Inspector for Health and the Environment) (FIHM) is the supervisory authority for the Armed Forces' service dogs and Länsstyrelsen (the County Administrative Board) is the supervisory authority for the Police's dogs. The dogs' tasks contain several risks that have been addressed in previous studies. Both physical and mental strains are included in their daily work and you can see several opportunities for improvement in, among other things, the equipment used. In the statement from the respective supervisory authority, it was stated that there are no differences between the animal welfare controls at the Police and the Armed Forces compared to civilian animal welfare controls. In personal communication with FIHM, the question was asked whether there was additional animal welfare legislation that was controlled within the Armed Forces. The response from FIHM was that there were fewer legislations to relate to as the Armed Forces' service dogs are exempt from the regulation on the keeping of dogs and cats (SJVFS 2020:8). Reviewing the animal welfare legislation and adapting it to service dogs in the police and the Armed Forces would have been desirable to ensure the welfare of the dogs.
