Abstract

Energi har länge spelat en viktig roll i länders utveckling. Dock har beroendet av fossila bränslen bidragit till globala utsläpp som påverkar klimatet, orsakar hälsoproblem och bidrar till försurning av skog och mark. I Sverige och resten av världen är omställningen till mer förnyelsebar energi en central fråga. Denna studie inom ämnet landsbygdsutveckling beskriver erfarenheter från utveckling av lokala energisystem och energilösningar på den svenska landsbygden. Genom en fallstudie av tre projekt studeras vilka möjligheter och hinder som finns för utvecklingen av lokala energisystem och energilösningar på landsbygden. Projekten sätts i relation till historiska trender av centralisering och decentralisering av det svenska energisystemet. Därtill undersöker studien vad som motiverar aktörer att medverka i lokalt baserade energiprojekt på landsbygden. Dessa projekt är en del i omställningen från ett centraliserat till ett mer decentraliserat energilandskap. Projekten i fråga är E.Ons projekt lokala energisystem i byn Simris (LES Simris) och Upplands Energis systerprojekt KlokEl och VäxEl i Norduppland. Studien genomfördes genom intervjuer med elva personer involverade i projekten. Det insamlade materialet beskrivs utifrån begreppen stora tekniska system, lokala energisystem, prosument och resiliens.

Studien visar att hushåll som deltar i projekten blir mer medvetna om sin energikonsumtion och anpassar sina elanvändningsvanor. Vidare visar studien att ekonomiska besparingar är en viktig drivkraft för de medverkande elkonsumenterna och prosumenterna. Teknikintresse samt miljö- och klimatintresse har också ett samband med villighet att delta i projekten. De främsta hindren för projekten är höga investeringskostnader och svårigheter att nå ut till människor som är mindre teknikintresserade. Både litteraturen och intervjuerna visar att lokala energilösningar kan bidra till att mer förnyelsebar energi tar del i energimixen, att effektuttag jämnas ut samt att resiliensen i energisystemet ökar.

Energy is one of the most important factors behind global wealth and prosperity. It has for a long time played an important role in countries’ development. However, the dependence on fossil fuels as the major energy source has contributed to global emissions that affects the climate, human health problems and acidification of forest and land. In Sweden and the rest of the world the question of how to adjust from a fossil fuel energy system towards a more renewable energy system is central. This study, in the field of rural development, describes experiences and attitudes from develop-ment of local energy system on the Swedish countryside. Through a case study of two projects, I study opportunities and obstacles and what motivates actors to participate in locally based energy projects. These projects are a part of the change from a central energy landscape towards a more decentralized energy landscape. The projects in question are E.On’s Local Energy System project in the village of Simris and Upplands Energi's sister projects KlokEl and VäxEl. The study was conducted through eleven inter-views with people involved in the projects. The collected material is de-scribed based on the terms big technical systems, local energy systems, prosumer, and resilience.

The study shows that households that participate in the projects become more aware of their energy consumption an adjust their energy consumption habits. Furthermore, the study shows that financial savings are an important driving force for participation in the projects. Technical and environmental and climate interests also have a correlation with willingness to participate in the projects. The main obstacles for the projects are high investment cost and difficulties in reaching people with less technical interest. Both the literature and the interviews show that local energy solutions can contribute to that renewable energy takes a bigger part of the energy mix, that the power output is evened out and that the resiliency of the energy system increases.
