Abstract

I och med hotet mot den biologiska mångfalden har Sveriges regering godtagit internationella mål om att bevara biologisk mångfald. För att kunna uppfylla dessa mål finns styrdokument som ska fungera vägledande i lokala exploateringsprojekt. Syftet med denna studie är att undersöka hur väl de internationella målen lyckas med att skydda biologisk mångfald på en lokal nivå. Studien vill också undersöka den konflikt som uppstår mellan att bevara livsmiljöer för biologisk mångfald och viljan att exploatera inom fysisk planering.

För att undersöka detta har en dokumentstudie genomförts som har granskat utredningsarbetet för förslaget att bygga en kontorsbyggnad i nationalstadsparken Haga, ett riksintresse och en viktig del av Stockholms grönstruktur. Stockholm har en strategi för att arbeta med biologisk mångfald och tydliga riktlinjer för hur arbetet med grönstrukturplaner ska kunna göra det möjligt för biologisk mångfald att leva i urbana miljöer.

Resultatet visar att skyddet av kulturmiljön idag väger starkare än skyddet av biologisk mångfald. Samtidigt är det tydligt att biologisk mångfald sällan är ett huvudsyfte och lätt prioriteras ner när det ställs mot andra intressen. Trots höga ambitioner är de internationella målen svåra att uppnå och skyddet för biologisk mångfald är således svagt.

Due to the global threat to biodiversity, the Swedish government has accepted international targets for biodiversity conservation. In order to fulfill these goals, there are policy documents to guide local development projects. The purpose of this study is to investigate how well the international targets succeed in protecting biodiversity at a local level. The study also wants to investigate the conflict that arises between preserving habitats for biodiversity and the desire to develop in urban planning.

To investigate this, a document study has been conducted that has examined the project assessment process for the proposal to build an office building in the Haga National City Park, a national interest and an important part of Stockholm's green infrastructure. Stockholm has a strategy for working with biodiversity and clear guidelines for how the work with green structure plans can make it possible for biodiversity to live in urban environments.

The results show that the protection of the cultural environment currently outweighs the protection of biodiversity. At the same time, it is clear that biodiversity is rarely a primary objective and is easily de-prioritized when set against other interests. Despite high ambitions, the international targets are difficult to achieve and the protection of biodiversity is therefore weak.
