Abstract

Denna masteruppsats undersöker svensk fiskeriförvaltning genom att analysera Strategin för svenskt fiske och vattenbruk 2021-2026 med hjälp av Carol Bacchis WPR-metod. Uppsatsen fokuserar på hur begreppet hållbar utveckling tillämpas i strategin utifrån teorier om interaktiv samhällsstyrning.
Undersökningen visar hur styrning genom strategier och interaktiv samhällsstyrning tenderar att generera nya utmaningar inom förvaltningen när mångbottnade begrepp som hållbar utveckling används som centrala begrepp.
Uppsatsen belyser även hur fiskeriförvaltningen utgörs av flera lager av olika instanser som kan göra sina egna tolkningar av begreppet hållbar utveckling vilket därmed tenderar att öka komplexiteten av den väv som bildar förvaltningsapparaten runt det svenska yrkesfisket. Uppsatsen diskuterar även hur de styrverktyg som ingår i förvaltningen av svenskt yrkesfiske tenderar att premiera dimensionen om ekologisk bärkraft inom begreppet hållbar utveckling över andra och huruvida det har skett en förskjutning mot ekologisk bärkraft när EU:s fiskeripolicy har tolkats av svenska myndigheter.

This master thesis investigates Swedish fisheries management by analysing the Strategy for Swedish Fisheries and Aquaculture 2021-2026 using Carol Bacchi’s WPR method. The thesis focuses on how the concept of sustainable development is applied in the strategy and discusses its results based on theories of interactive governance.
The study shows how governance through strategies and interactive governance tends to generate new challenges in the administration when multi-faceted concepts such as sustainable development are used as key concepts.
The thesis also highlights how fisheries management consists of several layers of different bodies that can make their own interpretations of the concept of sustainable development, which thus tends to increase the complexity of the management apparatus around Swedish commercial fishing. The thesis also discusses how the governance tools included in the management of Swedish commercial fishing tend to reward the dimension of ecological viability within the concept of sustainable development over others and whether there has been a shift towards ecological viability when the EU’s fisheries policy has been interpreted by Swedish authorities.
