Abstract

Skellefteå kommun har under det senaste decenniet expanderat i rekordfart vilket medfört exploatering och förtätning av staden. Kommunens expansion och väntade inflyttning bidrar till att allt fler människor ska samsas om stadens allmänna platser. Samtidigt hamnar dessa i en allt tätare kontext där det offentliga rummet ska erbjuda rekreativa kvaliteter för alla, men där hänsyn också ska tas till de boendes integritet och livsmiljö.

Älvrummet i Skellefteå tätort utgör ett viktigt, sammanhängande grönstråk i den centrala staden vilket nyttjas för rekreation. I Sunnanå har närheten och placeringen intill privata tomter lett till att de boende gör anspråk på det allmänna området. Det leder till att delar av älvrummet upplevs mer privat än offentligt, vilket i sin tur lett till att platsen inte används i full utsträckning.

Detta arbete behandlar övergången mellan ett offentligt rekreationsområde och privata tomter genom användandet av metoden integrerad landskapskaraktärsanalys (ILKA) samt en teoretisk utgångspunkt, och resulterar i ett gestaltningsförslag för älvrummet mellan Lejonströmsbron och Östra Grubbgatan i centrala Skellefteå. Arbetet syftar till att svara på hur älvrummet kan utformas för att förstärka områdets roll som allmänt rekreationsområde och samtidigt bibehålla en god boendemiljö. Detta utifrån ett perspektiv som inkluderar Skellefteå som expanderande stad.

Gestaltningsförslaget presenteras genom ett program med programpunkter och en programplan vilka gestaltas och illustreras i plan, perspektiv och sektioner. Gestaltningen utformas för att förändra de upplevda zonerna mellan privat och offentligt som finns på platsen idag, skapa fler möjligheter till rekreation och framhäva områdets identitet. Förslaget bygger på ett koncept som knyter an till arbetsområdets problematik och identitet utifrån den potential och känslighet som finns på platsen.
Förslaget har utvecklats genom metoden analys genom syntes vilket innebär att gestaltningen har utvecklats iterativt i takt med en ökande kännedom och kunskap om platsen, där problemformulering och problemlösning har utvecklats parallellt med varandra.

Viktiga utgångspunkter för arbetet är övergången mellan det offentliga rummet och de angränsande privata tomterna samt områdets känslighet för erosion och potential till rekreativa kvaliteter kopplade till vatten och natur. Stor vikt läggs därför i den analys som genomförts för att förstå vad som påverkar upplevelsen av området. Genom platsbesök kunde vi identifiera ett antal problem och därefter utforma ett gestaltningsförslag som svarar på dessa genom en utveckling av området.

Over the past decade the city of Skellefteå has expanded rapidly, resulting in development and densification of the city. The municipality's expansion and expected population growth means that more and more people will have to share the city's public spaces. At the same time, these are placed in an increasingly dense context where the public space should offer recreational qualities for everyone, but where consideration must also be given to the integrity and living environment of the residents.

The river area in central Skellefteå is an important, continuous green space that is used for recreation. In Sunnanå, the proximity and location next to private plots has led to residents claiming the public space. This leads to parts of the river area being perceived as more private than public, which in turn has led to the place not being used to its full extent.

This thesis addresses the transition between a public recreational area and private properties through design. The design is developed through the method analysis through synthesis (Krupinska 2014), using an integrated landscape character assessment (Brämerson-Gaddefors et al. 2020) and a theoretical framework (Dee 2001, Gehl 2010; 2011, Jacobs 1962, Robinson 2016), resulting in a design proposal for the river space between Lejonström bridge and Östra Grubbgatan in central Skellefteå. The study aims to answer how the river space can be designed to strengthen its role as a general recreational area while maintaining a good living environment. This from a perspective that includes Skellefteå as an expanding city.

The design proposal is presented through a program and is visualized and illustrated through plans, perspectives and sections. The design is formed to change the perceived zones between public and private that exist in the area today and create more opportunities for recreation while emphasizing the area's identity. The proposal is based on a concept that connects to the identity of the defined area based on the potentials and sensitivities of the site. The proposal has been developed through the method of analysis through synthesis (Krupinska 2014), which means that the design has been developed iteratively in line with an increasing awareness and knowledge of the site, where problem formulation and problem solving have developed in parallel with each other.

Key considerations for the study are the transition between the public space and the neighboring private plots as well as the area's sensitivity to erosion and the potential for recreational qualities linked to water and nature. Great importance is therefore attached to the analysis carried out to understand what affects the experience of the area. Through site visits, we were able to identify a number of problems and then create a design proposal that responds to these by developing the area.
