Abstract

Stadsutvecklingens och kommunernas betydelse för en hållbar samhällsutveckling
ökar. Samtidigt innebär detta att allt fler komplexa hållbarhetsutmaningar ska
hanteras. På grund av komplexiteten, har dessa utmaningar blivit allt svårare för
enskilda aktörer att hantera och samverkansprocesser har fått ett allt större fokus.
Framför allt är samverkan mellan offentliga och privata aktörer viktigt inom
bostadspolitiska frågor, då makten över bostads- och stadsutvecklingen är fördelad
mellan aktörerna samt då bostaden är central i strävan efter en socialt hållbar
stadsutveckling. Ett försök till att skapa samverkan mellan kommun och privata
fastighetsägare illustreras i projektet Bygga om dialogen (BoD) som utfördes i
miljonprogramsområdet Lindängen i Malmö. Projektet syftade till att kombinera
sociala investeringar med kostnader för fastighetsrenovering.
Detta är en fallstudie där projektet BoD undersöks med syfte att fördjupa
förståelsen för och bidra med kunskap om hur offentlig-privat samverkan i
samband med sociala investeringar kan främja en socialt hållbar stadsutveckling.
Studiens empiri samlades in genom semistrukturerade intervjuer och en
dokumentanalys. Enfallstudiens resultat visar att det finns en rad olika utmaningar
med offentlig-privat samverkan genom sociala investeringar, där exempelvis
aktörernas olika incitament påverkade samverkan. Studien indikerar på att det
sociala investeringsperspektivet skapade förutsättningar för att uppnå samsyn.
Samtidigt fanns svårigheter för både kommun och privata fastighetsägare med att
implementera en social investering på grund av dess långsiktighet, både som
enskild organisation och genom samverkan. Vidare indikerar enfallsstudien att
BoD i olika avseende verkade som en katalysator för vidare utveckling av
samverkan samt social hållbarhet.

The importance of urban development and municipalities for sustainable social
development is increasing. At the same time, this means that more and more
complex sustainability challenges must be dealt with. Due to the complexity, these
challenges have become increasingly difficult for individual actors to handle, and
collaborative processes have therefore gained an increasing focus. Above all,
collaboration between public and private actors is important in housing policy
matters, as power over housing and urban development is distributed between
actors and as housing is central to the pursuit of socially sustainable urban
development. An attempt to create cooperation between the municipality and
private property owners is illustrated in the project Bygga om dialogen (BoD)
which was carried out in Lindängen in Malmö. BoD aimed to combine social
investments with costs for property renovation.
This case study investigates the project BoD with the aim of deepening the
understanding of and contributing knowledge about how public-private
partnership in connection with social investments can promote socially sustainable
urban development. The study's empirical data was collected through semi-
structured interviews and a document analysis. The results of the case study
indicates that there are a number of different challenges with public-private
partnership through social investment, where different incentives can affect
collaboration. The study indicates that the social investment perspective created
the conditions for the actors to achieve consensus, while at the same time there
were difficulties for both the municipality and private property owners to
implement the social investment perspective both as an individual organization
but also through collaboration. Furthermore, the case study indicates that BoD in
various respects can be seen as a catalyst for further development of social
sustainability.
