Abstract

Kompetensbehovet både i dag och för framtiden, har identifierats som en av de största utmaningar
svenska kommuner står inför. I en tillväxtfokuserad kontext av globalisering och urbanisering, är
behovet av kompetens i kommunsektorn ständigt aktuellt. I kommuner med minskande
befolkningsunderlag, även kallade krympande kommuner är kompetensutmaningen extra påtaglig.
För den krympande kommunen innebär det minskade befolkningsunderlaget ojämna
planeringsförutsättningar, eftersom kommunen ska tillgodose sitt välfärdsuppdrag med både mindre
finansiella och personella resurser. Kompetensbehovet i kombination med ett minskande
befolkningsunderlag skapar komplexa utmaningar för den krympande kommunen. Samverkan
förespråkas som strategi för att ta sig an den utmaningen, eftersom samverkan generellt är en strategi
för att lösa komplexa problem exempelvis i arbetet för hållbar utveckling. Uppsatsens syfte är att i
en fallstudie undersöka och tydliggöra på vilka sätt de krympande kommunerna Vilhelmina,
Sollefteå och Strömsund använder samverkan för att lösa kompetensutmaningen. Fallstudien visar
att de tre kommunerna använder olika former av samverkan för att kortsiktigt och långsiktigt hantera
kompetensutmaningen. Strategier som sträcker sig från att idag behålla befintlig kompetens i
kommunen, till att skapa förutsättningar för att bredda och utvidga kompetensbasen i framtiden.
Slutsatsen av fallstudien är att kommunernas incitament att samverka påverkas av att de krymper.
Samverkan kan användas som en strategi för att hantera kompetensutmaningen, men bara om den
utgår ifrån och förankras i kommunens individuella förutsättningar kan den krympande kommunens
utsatthet minska.

The need for competence has emerged as one of the most significant challenges confronting Swedish
municipalities in the present and in the future. In the wake of globalization and urbanization, the
need for municipal sector expertise is more pressing than ever. The challenges posed by declining
populations, also referred to as shrinking, make the issue of competence even more acute. The
smaller population base creates uneven planning conditions, requiring municipalities to deliver on
their welfare obligations with fewer financial and personnel resources. The need for competence in
combination with a declining population creates complex challenges for shrinking municipalities.
Collaboration has become a solution to take on these challenges, since collaboration generally is a
strategy for solving complex problems, for example in the work for sustainable development. This
thesis seeks to examine, through a case study, the collaboration strategies used by the shrinking
municipalities of Vilhelmina, Sollefteå, and Strömsund in addressing the challenge of competence
provision. The case study shows that the three municipalities use different forms of collaboration
for short and long term competence provision. Strategies that range from maintaining existing
competence in the municipality today, to creating conditions for broadening and expanding the
competence base in the future. The conclusion of the case study is that the municipalities' incentives
to collaborate are affected by their shrinking. Collaboration can be used as a strategy to manage the
competence challenge, but the vulnerability of the shrinking municipality can only be reduced if the
collaboration process is embedded in the municipality's individual prerequisites.
