Abstract

Denna uppsats behandlar utmaningar som uppkommer med ökad nederbörd till följd av
de pågående klimatförändringarna i kombination med ökad platsbrist i urban miljö.
Utvecklingen av system som kan bemöta dessa utmaningar och förändra bilden av
dagvatten från ett problem till ett naturligt inslag i stadsmiljön sker ständigt. I denna
uppsats behandlas främst utmaningarna med hållbar dagvattenhantering och BGGsystem vilket betyder blå, grön, grå-system. Till grund för uppsatsen ligger en hypotes
om att förutsättningarna för implementering av det multifunktionella BGG-systemet
skiljer sig på offentlig platsmark och på kvartersmark. Metoder som används för
genomförandet av arbetet är en litteraturstudie samt en referensstudie av två olika
platser. Referensstudien har baserat på intervjuer med sakkunniga inom ämnet.
Syftet är att identifiera de förutsättningar som finns för implementering av BGG-system
på offentlig platsmark och på kvartersmark och hur samverkan kring dagvattenhantering
kan förbättras oberoende av ägandegränser i urban miljö. Målet är att redogöra för vilka
förutsättningarna är på offentlig platsmark och kvartersmark samt redovisa vägledande
förslag på tillvägagångssätt för ökad samverkan kopplat till utvecklandet och
implementeringen av BGG-system i urbana miljöer.
Resultatet visar att förutsättningarna för implementering av BGG-system på offentlig
platsmark och kvartersmark i grunden är lika. De skillnader som finns utgörs främst av
platsens storlek, form och behov. Då BGG-systemet består av olika teknikområden är
kunskapen om systemet och samverkan viktig genom hela processen, från planering till
gestaltning, anläggning, drift och underhåll. De behov som systemet kan bidra till att
uppfylla utgörs främst av rening och fördröjning i en omfattning som beror på vilken yta
BGG-systemet ska implementeras på.
Samverkan är en stor del i arbetet med hållbar dagvattenhantering och utan en
fungerande samverkan kring kostnad, planering och anläggning är risken stor att
konstruktioner som BGG-systemet inte implementeras i urban miljö. Med tvärfunktionell
organisationsstruktur där alla arbetar mot samma mål, likt projektformer med gemensam
projektbudget, ökar möjligheterna att åtgärder som gynnar hållbar dagvattenhantering
genomförs.
Genom ett gemensamt helhetsperspektiv och ansvar för den urbana miljön med fokus
på dagvattenhantering oberoende av ägandegränser kan förändring ske. Detta kräver
en förändrad syn på hantering av dagvatten och klimatförändringarna kopplat till vatten.
Riktlinjer och mål behöver konkretiseras på nationell nivå och måste prioriteras i alla led
och på alla nivåer. Det är av största vikt att vi ser vatten som en resurs och inte ett
problem. Vatten har inga gränser.

This paper deals with challenges with lack of space in urban environments and the everchanging climate, which among other things contributes to increased precipitation. The
development of systems that can meet these challenges and change the image of
stormwater from a problem to a natural feature of the urban environment is constantly
taking place. This paper mainly addresses the challenges of sustainable stormwater
management and BGG-systems. The thesis is based on the hypothesis that the
conditions for implementation of the multifunctional BGG-system differ on public land
and on block land. It consists of a literature study and a reference study of two different
locations based on interviews with experts.
The aim is to identify the conditions for the implementation of BGG systems on public
land and on block land and how collaboration around stormwater management can be
improved regardless of ownership limits in urban environments. The goal is to describe
what the conditions are on public land and block land and to present indicative
proposals for approaches to increased collaboration linked to the development and
implementation of BGG-systems in urban environments.
The result states that the conditions for implementation of BGG-systems on public land
and block land are basically the same. The differences that exist mainly consist of the
size, shape and needs of the site. Since the BGG-system consists of different technical
areas, knowledge of the system and collaboration is important throughout the process,
from planning to design, construction, operation and maintenance. The different needs
mainly consist of purification, delay and what surface the BGG-system will be
implemented on.
Collaboration is a large part of the work with sustainable stormwater management and
without a working collaboration on cost, planning and construction, there is a great risk
that constructions such as the BGG-system will not be implemented in an urban
environment. With a cross-functional organizational structure where everyone works
towards the same goal, as a project form with a common project budget, the possibilities
for measures that promote sustainable stormwater management to be implemented
increase.
Through a common holistic perspective and responsibility for the urban environment
with a focus on stormwater management regardless of ownership boundaries, change
can take place. This also requires a changed approach to stormwater management and
climate change linked to water. Guidelines and objectives need to be concretised at
national level. It must be a priority at all levels and at all levels. It is of the utmost
importance that we see water as a resource and not a problem.
Water has no boundaries.
