Abstract

Bostadsbrist är en återkommande utmaning som involverar både bostadspolitik och samhällsplanering. Olika strategier finns för att hantera fenomenet, varav vissa redan är prövade. I uppsatsen ställs ökad markexploatering i form av ianspråktagande av jungfruliga marker i relation till markexploatering i form av förtätning av existerande bostadsområden i urban kontext. För att jämföra de båda presenteras fem exploateringsaspekter som är framtagna utifrån Boverkets riktlinjer – hållbarhet, mobilitet & infrastruktur, sociala värden, krav & normer samt boendemiljö. Dessa aspekter kan i olika grad utnyttjas och kombineras för att skapa en stadsbyggnadsstrategi. För exemplifiering undersöks stadsdelen Brunnshög i Lunds kommun, i en fallstudie som jämför samtida samhällsvärderingar från kommunens håll med det praktiska utförandet av områdesprojektet. Utöver fallstudiens praktiska infallsvinkel tas även ett historiskt perspektiv in i litteraturstudien. Miljonprogrammet blir en referens som undersöks med utgångspunkt i samma fem exploateringsaspekter som tidigare nämnda.

Uppsatsen visar på att det finns märkbara skillnader i strategi och prioritering av exploateringsaspekter mellan 60-talets stadsbyggnadsepok samt idag. Trots detta finns grundläggande gemensamma ideal och målbilder som exempelvis hänsyn till kvalitet, ekonomiska förutsättningar och inkludering av hela befolkningens behov.

Vidare visar arbetet att den aspekt som både i historiskt och nutida sammanhang är mest relevant inom stadsplanering är sociala värden, eftersom utbyggnad av städer i grund och botten sker i syfte att förbättra invånarnas möjligheter, förutsättningar och livskvalitet. Den visar även att en utveckling har skett i prioritering av värderingar mellan olika stadsbyggnadsepoker. Slutligen, för att säkerhetsställa en god planering, produktion och förvaltning av framtida bostäder krävs gott samspel mellan teori och praktik. Samtidigt är det viktigt att utrymme ges för undantag, för att möjliggöra en utveckling av metoder.

Cramped housing accommodation is a reoccurring challenge that involves both housing policies and city planning. Different strategies can be applied to handle the phenomenon, whereof some have already been put to trial. The essay puts increased exploitation in forms of claiming virgin soil, in relation to exploitation in forms of densification of already existing residential areas in urban context. In order to compare the two, five exploitation aspects are brought up which are based upon the guidelines of the National Board of Housing, Building and Planning. These consist of:sustainability, mobility & infrastructure, social values, requirements & standards, and living environment. As an exemplification, the area of Brunnshög in the municipality of Lund is researched in a case study that puts contemporary societal values mentioned in the municipality’s documents, in relation to the practical execution of the area project. Aside from the practical approach of the case study, a historical perspective is also brought up in the literary study. The Swedish million programme becomes a reference, whose research is based upon the same five exploitation aspects as mentioned before.

The essay shows that there are noticeable differences in strategies and prioritizing of exploitation aspects between the 60’s city development era and the current. Despite that fact, there are some fundamental similarities in ideals and goals such as regards to quality, economic conditions, and inclusion of the needs of a whole population.

The one aspect that stands out with accentuated relevance in both a historic and contemporary context, is social values. The expansion of urban areas is mainly due to an aspiration towards improved possibilities, conditions, and quality of life for inhabitants. The essay also shows a developed prioritization of values between different places and times. Lastly, a well working exchange between theory and practice is acquired to ensure good planning, production, and management of future housing. It is also important to sometimes allow exceptions, to enable development and progress of methods.
