Abstract

Sverige siktar på att ha en ledande roll internationellt i hållbar stadsutveckling. Samtidigt konstateras att det svenska samhället står inför stora sociala utmaningar och att sociala perspektiv behöver få ta större plats i stadsutvecklingen. Den fysiska planeringen är ett politiskt verktyg och har således en roll i utvecklingen av demokratin, vilket gör frågor såsom rättvisa, deltagande och inkludering nödvändiga i strävan efter ett socialt hållbart samhälle. Emellertid tycks den sociala dimensionen många gånger falla bort i planeringen. Syftet med studien är därför att undersöka grunderna för
arbetet med sociala aspekter i form av forskning, nationella mål och strategier samt studera hur dessa
aspekter hanteras i planeringspraktiken i två svenska kommuner. Med intentionen att förstå de sociala frågornas roll i stadsplaneringen utförs studien med ett kvalitativt angreppssätt. Följaktligen genomförs en litteraturstudie samt en fallstudie, där två kommuner undersöks genom dokument�studier och semistrukturerade intervjuer. Resultatet visar att vägen från mål till måluppfyllelse inte alltid är självklar när det kommer till de sociala perspektiven. I arbetet mot ett social hållbart samhälle är det viktigt att arbeta såväl med inkludering i planeringsprocessen som att planera miljöer
som främjar sociala värden. Utifrån resultatet dras flera slutsatser. En tydligare sammanställning av de nationella målen, likt Agenda 2030, skulle möjligtvis öka målens användbarhet och status i kommunerna. Vidare framkommer ett behov av att säkerställa en tydligare hantering av de sociala frågorna i planeringspraktiken, vilket troligtvis skulle kunna göras genom användning av lätta verktyg som har ett djup. En ökad medvetenhet i planeringen tycks även vara avgörande, där frågor såsom vem bär nyttan och vem missgynnas alltid behöver vara närvarande. Slutligen påvisar resultatet att de undersökta kommunerna driver ett omsorgsfullt arbete med de sociala perspektiven
i sina dokument, men i planeringspraktiken finns det ett behov av att utöka samverkan mellan olika sektorer och att skapa en tydligare struktur som ger frågorna tyngd. En diskussion förs bland annat kring svårigheten i att skapa struktur i planeringsprocessen samtidigt som arbetet med social hållbarhet behöver vara flytande och dynamiskt.

Sweden aims to play a leading role internationally in sustainable urban development. At the same time, it its stated that the Swedish society is facing major social challenges and that social perspectives need to be given a more central role in urban development. In addition, urban planning can be regarded as a political tool and thus has a role in the development of the democracy, which makes issues such as justice, participation and inclusion necessary in the pursuit of a socially
sustainable society. However, the social dimension often seems to get sidelined. Hence, the purpose of the survey is to examine the basis for working with social aspects, in terms of research, national goals and strategies, and to study how these aspects are dealt with in the planning practice within two Swedish municipalities. With the intention of understanding the role of social issues in urban planning, the study was carried out with a qualitative approach. Consequently, a literature study has been conducted as well as a case study, where two municipalities have been reviewed through document studies and semi-structured interviews. The results show that the path from vision to fulfillment of the vision is not always evident when it comes to the social perspectives. While working towards a socially sustainable society it is however important to apply inclusion in the planning process as well as planning for environments that advocate social values. Based on the
results, several conclusions are drawn. A clearer compilation of the national goals, like Agenda 2030, would possibly increase their usefulness and their status in the municipalities. Furthermore, the study recognizes a need to ensure a clearer management of the social issues within the planning practice, which might be done through the use of tools that are easy to handle but still has a depth.
Additionally, an increased awareness within the planning practice seems to be crucial, where questions such as who benefits and who are at disadvantage always are present. Finally, it is stated that the reviewed municipalities conduct the social perspectives sensibly within their documents.
Within the planning practice, however, there is a need to increase collaboration between different sectors and create a clearer structure that gives the issues greater influence. A discussion is thereby held about the difficulty with creating structure in the planning process while the work with social sustainability has to be dynamic.
