Abstract

I Sverige präglar den urbana normen samhällsplaneringen och gör att landsbygden hamnar i periferin. Det kan vara problematiskt när landsbygden utvecklas utan ramar, men gör också att lokala engagemang får en möjlighet att ta plats och bli en viktig del av ett samhälle. Syftet med denna uppsats är att undersöka hur lokala engagemang kan samverka med offentlig planering för att skapa
långsiktigt hållbara samhällen på landsbygden. Genom en litteraturstudie och tre intervjuer med personer med olika bakgrunder och erfarenhet av lokalt engagemang och arkitektur, har olika perspektiv lyfts fram. Samhället Uddebo tas upp som ett exempel för att visa hur ett samhälle kan utvecklas med hjälp av lokala engagemang. Studien har visat att den urbana normen genomsyrar
synsättet på landsbygden som en resurs för staden och att skilja på stad och land är problematiskt då det skapar en uppdelning som inte representerar verkligheten. De är båda beroende av varandra.
Arkitekturen har en viktig roll att spela i utvecklingen av landsbygden och antagandet av Programmet för gestaltad livsmiljö 2018 belyser detta ytterligare. Det politiska engagemanget i Sverige minskar och människors naturliga koppling till politik och kommunal planering likaså. Det
behövs nya sätt att mötas och det finns redan lyckade exempel på hur detta kan gå till. Exemplet Uddebo visar på hur lokalt engagemang kan styra utvecklingen men att detta kräver att personer är engagerade och lägger mycket tid och energi på de projekt som de vill genomföra. Kommunens roll i Uddebo har inte varit avgörande för projekten men en bra kommunikation och en förståelse för att engagemang är viktigt för samhällets utveckling har funnits. Slutsatser som har dragits utifrån arbetet med denna uppsats är att kommunernas roll är i förändring och att nya metoder för dialog och samverkan med civilsamhället behöver testas.

In Sweden, the urban norm is present in public planning and means that the countryside ends up in the periphery. It can be problematic when the countryside is developing with a loose framework, but it also gives local involvement an opportunity to thrive and become an important part of a society.
The purpose of this thesis is to investigate how local involvement can interact with public planning to create long-term sustainable communities in rural areas. The thesis is based on a litterature study and interviews with people involved in the subject in different ways. The village Uddebo is used as an example to show how a society can develop through local involvement. The thesis has shown that the urban norm affects the view on rural areas as a resource for the city. Architecture is an important tool to use in the development of rural areas and the assumtion of Programmet för gestaltad livsmiljö 2018 highligts this. The political involvement in Sweden is decreasing and peoples connection to community planning as well. New ways of interaction is needed and the thesis show some examples on how this can be done. The Uddebo example shows how local involvement can guide development, but this requires people to be involved and spend a lot of time and energy on the projects they want to implement. The muicipality has not been crucial for the development, but communication and an understanding for the importance of local involvement has been present.
Conclusions that have been drawn based on the work on this thesis are that the role of the municipalities is changing and that new methods for dialogue and collaboration with civil society need to be tested.
