Abstract

I skrivande stund blåser det hårt kring skogsbruket och den svenska modellen att bruka den skogliga resursen är starkt ifrågasatt. Detta i en tid då skogen anses vara svaret på många av dagens hållbarhetsfrågor. Skogsbranschen har utöver kraven i skogsvårdslagen tagit fram egna riktlinjer för god miljöhänsyn i produktionsskog. För skogsägare finns även möjligheten att certifiera sin skog enlig FSC, PEFC eller dubbelcertifiering. Att som skogsägare certifiera sin skog är ett åtagande som innebär mer omfattande miljö- och naturhänsyn i skogsbruket. I gengäld erhåller skogsägaren en certifieringspremie då det certifierade virket säljs. En certifieringspremie som varierar i landet och mellan bolag.

Skogscertifieringens fördelar lyfts på många sätt, men inte lika ofta lyfts vad ett certifierat skogsbruk egentligen kostar skogsägaren. Denna studie jämför lönsamheten för enkel certifierat och ocertifierat skogsbruk samt de geografiska skillnaderna i landet. Studien undersöker även vid vilken certifieringspremie ett certifierat skogsskötselsystem genererar minst lika högt nuvärde som ett ocertifierad skogsskötselsystem. Studien behandlar också hur den kalkylerade lönsamheten skiljer sig åt med förändrad kalkylränta.

För att uppnå studiens syfte har plandata för tre skogsfastigheter i tre olika regioner i landet tillämpats. Sammanställningen och kalkylerna genomfördes i Excel. För att tolka hur lagtext och certifieringsstandarderna implementeras i det praktiska skogsbruket studerades: tidigare arbeten inom ämnet, dokument från skogsstyrelsen, dokument från certifieringsorganen och skogsbranschens gemensamma målbilder för god miljöhänsyn, skogsvårdslagen, allmänna råd till skogsvårdslagen tillsammans med egna tolkningar och antaganden.

Studiens resultat visar att endast tillämpa generell hänsyn bidrar till högre nettonuvärde för alla tre fastigheter för tidsperioden 20 år, jämfört med att sköta fastigheterna enligt något utav certifieringssystemen. För att de certifierade skogsskötselsystemen ska bli minst lika lönsamma som det ocertifierad krävs högre certifieringspremie. Till studien tillämpades generella prislistor och kostnader, att istället tillämpa bolagsspecifika prislistor och bedriva studien under en längre period hade troligtvis påverkat det slutgiltiga resultatet.

While writing this abstract the Swedish forestry and the Swedish model of managing the forest is strongly debated. This at a time when the forest is often explained to be the answer for a sustainable society. In addition to the requirements of the Swedish Forestry Act, the forest industry has developed its own guidelines for nature conservation in production forests. Forest owners can also decide to certify their forest according to FSC, PEFC or a combination of the two. A commitment that requires more extensive environmental and nature consideration. In return, the forest owner receives a price premium when the certified timber is sold. A price premium that varies in among regions and companies.

The benefits of forest certification are highlighted in several ways, but what certified forestry actually cost the forest owner is not as widely discussed. This study is comparing the profitability of a certified forest with an uncertified, and also geographical differences. It also examines at which certification premium a certified forest management model generates at least as high net present value as an uncertified forest management model. The study also covers how the calculated profitability differs with a changed rate of interest.

To achieve the purpose of the study, data for three forest properties in three different regions in the country have been applied. The compilation and calculations were performed in Excel. To interpret how legal text and certification standards are implemented in practical forestry following material was studied: previous studies on the subject, documents from the Swedish Forest Agency, documents from the certification organizations, the forest industry's common goals for nature conservation, the Swedish Forestry Act and general advice to the Forestry Act. The results of the study show that only applying the requirements of the Forestry Act results in a higher net present value for all three properties for the time period 20 years. Compared to managing the properties according to the certification systems. In order for the certified forest management system to be at least as profitable as the uncertified one, higher certification premiums are required.

General price lists and costs for the three regions were applied to the study. If the study instead would have used company specific price lists and conducted for a longer time period the results probably would have been different.
