Abstract

För att kunna hantera klimatförändringarna och urbaniseringen i dagens samhälle, är det av stor vikt att den kommunala samhällsplaneringen prioriterar grönstrukturen, både gällande planering och skötsel. Skogen har en unik möjlighet till att reducera den globala uppvärmningen, och är därför i fokus för denna uppsats.

Vallentuna kommun ligger i Stockholms län och besitter stora skogs- och åkermarker. Inflyttningen till kommunen är hög, vilket innebär att skogarna riskerar att försvinna. Uppsatsen undersöker hur den kommunala förvaltningen gör sina prioritering mellan olika intressen i praktiken. Genom en kombination av dokumentanalys, GIS-analys, intervjuer och fältbesök är det tydligt att Vallentuna kommun prioriterar befolkningstillväxt och exploatering högre än formellt skydd av natur. Skötselinriktningen på skogen är av naturvårdande, och fokuserar på ekologi och rekreation. Det finns stora naturvärden i skogarna och med en mer ambitiös friluftsplanering skulle skogarna användas i högre utsträckning och därmed åtnjuta ett högre skydd i praktiken.

För att kommunen ska kunna bidra till måluppfyllnad av ”Levande skogar” behöver det bildas fler naturreservat, inventeras nyckelbiotoper och genom att starta upp en samverkan med privata skogsägare skulle det vara möjligt att åstadkomma hyggesfritt skogsbruk i högre grad. Det finns en utmaning i avsaknaden av incitament för en kommun att arbeta med dessa frågor, men möjligheterna och ansvaret ligger ändå på just kommunerna.

In order to handle climate change and the effects of urbanization, it’s of great importance that the municipality planners contribute in the planning of green structure, but also in maintaining the existing nature in order to reach high nature values. The forest has a unique ability to help reducing the climate change, and is in focus of this thesis. Vallentuna is situated Stockholm region and has a large coverage of farm lands and forests. People are moving to Vallentuna which implies a possible threat to the forest. This thesis handles all aspects of the forest management and planning. Through GIS analysis, interviews, field visits and studying documents and literature, it’s obvious that Vallentuna still give highest priority to urban areas compared to protecting the forests. Maintenance wise though, at least regarding the forest owned by the municipality, ecology and recreational values is in focus. There are areas with high ecological values in the Vallentuna forest, and there are already trails and areas built for recreational purpose.

One of the national environmental goals is called ”Living Forests” and in order to better reach that goal, Vallentuna has to put more effort in forming nature reserves, perform inventories of valuable biotopes and by starting up a collaboration with private forest owners it would be possible to achieve a more sustainable forestry in the municipality. There is a lack of incentive in order to work with preserving green structure, which is a true challenge, but the possibilities and the responsibility is still on the municipality.
