Abstract

Det här arbetet tar upp medborgardeltagande som exempel från orten Insjön i Leksands kommun. Målet med arbetet är att lyfta medborgardeltagande och på samma gång undersöka hur det kan ske samtidigt som historien på platsen tas tillvara.

En litteraturstudie tillsammans med exempel på projekt som bygger på medborgardeltagande på andra platser, både i och utanför Sverige, ger en bakgrund till ämnet. Medborgardeltagandet i det här arbetet fokuserar på den form där medborgarna är med praktiskt och skapar eller sköter en plats. Litteraturstudie och exempel kommer bland annat fram till att det krävs initiativ för att deltagandet ska ske och att det har många positiva effekter på samhället. Dessutom visade det att olika makt eller längd på projekten kan locka olika personer att delta. Litteraturen ifrågasätter också om det är rätt att alltid låta medborgarna bestämma över alla platser eller om det är ”experter” som ska analysera vad som är bäst för dem.

En platsstudie ska ge en inblick i hur det kan fungera på just Insjöns järnvägsstation men även ge en inblick i hur det kan fungera på liknande platser. Järnvägens trädgårdshistoria är något som försvunnit med åren. Dessa värden har därför valts att försöka få tillbaka på den valda platsen i Insjön. En historisk analys av hur Insjöns järnvägsstation tidigare sett ut har gjorts, med hjälp av bland annat återfotografering. Arbetet ger två förslag på hur medborgarna kan delta i att skapa eller sköta platsen kring stationen. Förslagen visar vad det kan ge för värden till platsen, till de som deltar och till samhället. Samtidigt ger de två olika förslagen exempel på hur olika fördelning av makt kan läggas mellan markägare och medborgarna som deltar beroende på vad som vill uppnås på platsen. Det första förslaget är mer styrt av att få tillbaka de historiska värdena och ger konkreta exempel på vilka element som ska tillföras. Samtidigt ger förslaget deltagare möjlighet till grönsaksodling och gemensamma aktiviteter med andra med samma intressen. Det skapar även estetiskt tilltalande värden som får stationen att bli trevligare att vistas vid. Det andra förslaget är mer fritt och ger frihet för deltagarnas egen kreativitet för platsen.

Metoderna har begränsat arbetet, med andra metoder hade fler och mer detaljerade resultat kunnat fås. På grund av omständigheterna som råder i världen under tiden den här uppsatsen är skriven så kunde det under våren inte göras någon pilotstudie på plats med medborgare som annars var tänkt. Detta hade kunnat ge svar på om delar av förslagen fungerat på riktigt.

This essay is about public participation in a small town called Insjön located in the municipality of Leksand. The aim is to highlight public participation and at the same time bring in the historical values of a place, in this case the garden history along the railways in Sweden.

The work starts with a literature study to get some knowledge about public participation, what it is and what it can bring to a place and for its participants. This essay focus on the practically participation of making or take care of a place. The form of participation can leave more or less power for the participants. The literature questions the fact that it is always the best way to let the citizen have the power over their public place. Sometimes it can be better to let an educated “expert” value what to save or highlight in a place. The essay introduces three examples of projects where public participation has been included in practical place making or place keeping.

The small town Insjön is the place for the site study of this essay. The study place for public participation in Insjön is the railway station. The aim is to involve the citizens to get this place more enjoyable and to get the history values back. Analysing of photos of the appearance of the station back to around 1930 show examples of what history to take care of in this place. The main structures that have gone is flower beds and a lot of trees.

The work provides two suggestions on how citizens can participate in creating or managing the site around the station. The first proposal is more guided by regaining the historical values and provides concrete examples of which elements to be added. At the same time, the proposal gives participants the opportunity for vegetable growing and to join activities with others with similar interests. It also creates decorative values that make the station a more pleasant place to visit. The second proposal is freer and gives freedom for the participants own creativity for the place. The two proposals that this work is suggesting are only two of many possible ways to involve the citizens.

The methods for this work are limiting the result. With other methods there could have been more detailed or other results. If there had been a study with people on the railway station with citizens from Insjön there had been possible to study the proposals in the reality. This was an intention in the beginning of this work but this was not doable with the time and the circumstances with a pandemic. That left the questions about if these proposals are realistic in this place or if the right conditions are missing. Maybe there is no citizens who wants to participate or maybe the municipality do not want to collaborate in this type of projects?
