Abstract

Det här är ett arbete om kraftverkssamhället Ragunda. Det handlar om de upplevda geografiska
orättvisorna i relation till vattenkraften och platsen. Berättelsen har sin grund i en tid innan
kraftverksetableringen. En försvunnen tid. En tid då fisk fanns i överflöd, älvar strömmade fritt och
vattendragen var en plats för rekreation och gemenskap. Den här berättelsen blev sedan till att bli
en berättelse om älvarna för produktion. Här berättas om den exploatering som Indalsälven och deras
biflöden fått genomgå. Idag kan den liknas med en trappa där kraftverk följer på damm och på damm
följer kraftverk. Via kraftverken konstruerades ett nytt samhälle, nya gemenskaper och en
blomstrande tid. Tiden när kraftverken kom till byn beskrivs idag även den som en försvunnen tid.
Kraftverksbolagen förflyttades och tog med sig befolkning, arbetsmöjligheter och sidonäringar. Idag
är den här berättelsen en grund för den samhällsdebatt som vi kallar återföring av naturresurser.
Där förekommer vattenkraften som en symbol för geografiska orättvisor. Människor i media, på den
politiska arenan och i lokalsamhällen diskuterar bruksvärdet av vattenkraften och vart det hamnar i
slutändan. Genom samtal med lokalinvånare i Ragunda, politiker, forskare, föreningar och egna
fältanteckningar föreligger här en berättelse om hur vattenkraften gör sig uttryck hos människor
bortom att det är en viktig energikälla. Inspirerad av fenomenologins syn på kunskap och med hjälp
av etnologins redskap för att tolka och beskriva framställs materialet. Här används platsbegreppet
för att synliggöra hur en plats konstrueras och utvecklas. Genom konceptet plats och konceptet
ojämn geografisk utveckling försöker jag förstå de upplevda geografiska orättvisorna och hur de kan
vara historisk, socialt och geografiskt konstruerade.

This is a master thesis based on stories from a local community, Ragunda. It is about the
perceived regional geographical inequalities in relation to hydroelectric power. The story
has its roots in a time before the hydroelectric power plants were established – a lost time.
This was a time when fish were in abundance, the rivers flowed freely, and the rivers were
a place for recreation and community. This story then shifts and becomes a story about the
rapids being used for production, about the exploitation that Indalsälven and its tributaries
have gone through. Indalsälven is today a cascade of power plants resembling a staircase.
Through the power plants, a prosperous new society and flourishing new communities were
constructed. Today, this time of prosperity is also described as a lost time. The power
companies were relocated and took managers and workers, job opportunities and side
industries with them. Today, this story is the basis for a public debate on the return of the
proceeds of natural resources to the places which produce them. Within the debate,
hydropower is a symbol of geographical injustice. In the media, in the political arena and
in local communities, the value generated by hydropower is discussed and where that value
should end up. Through conversations with local residents in Ragunda, politicians,
researchers, associations and my own field notes, a story is presented here about how
hydroelectric power appears in people’s stories, beyond it being an important source of
energy. The empirical material was produced with inspiration from phenomenology's view
of knowledge and with the help of ethnology's tools for interpreting and describing. Here
the concept of place is used to make visible how a place is constructed and developed.
Through the concept of location and the concept of uneven geographical development, I
try to understand the perceived geographical injustices and how they can be historically,
socially and geographically constructed.
