Abstract

Ämnet för uppsatsen behandlar frågan om ekosystemtjänster i planeringsskedet för urbana miljöer. Uppsatsen undersöker om och hur begreppen för ekosystemtjänster hanteras i stadsplaneringens programskeden för tre olika områden i Uppsala. Metoden består av en dokumentgranskning av planprogram för Uppsala kommun och utgår från viktiga ekosystemtjänster i urban miljö. Resultatet visar att ekosystemtjänster behandlas i samtliga planprogram. Dock yttrar sig skillnader i hur konceptet tillämpas, vilka ekosystemtjänster som omnämns och på vilket sätt; explicit eller implicit, tydligt eller underförstått. Ekosystemtjänstbegreppen används i större utsträckning implicit. Planprogrammen fokuserar dessutom i större utsträckning på kulturella tjänster, medan konkreta reglerande tjänster i miljön behandlas i mindre utsträckning. Slutsatsen framhåller att kunskap om naturens värde för människan inkluderas i studerade planprogram. En mer explicit användning av begreppen för ekosystemtjänster hade dock kunnat tydliggöra ekosystemtjänsternas faktiska betydelse och bättre garanterat att de blir verklighet i ett senare genomförandeskede. En explicit tillämpning hade även kunnat bidra till en tydligare koppling mellan planprogrammens detaljerade mål och politiska målsättningar.

The topic of the thesis addresses the issue of ecosystem services in the planning phase of urban environments. The purpose of this thesis is to investigate if and how ecosystem services are handled in the urban planning program phase of different areas in Uppsala. The method consists of a document analysis of Uppsala municipality’s planning programs and is focusing on important ecosystem services in urban environment. The result shows that ecosystem services are covered in all planning programs. However, differences are expressed in how the concept is applied, which ecosystem services that are mentioned and in what way; explicit or implicit. The terms of ecosystem services are implicitly used to a greater extent. Further, the planning programs focus to a greater extent on cultural services, while concrete regulatory services in the environment occur to a lesser extent. The conclusion declares that knowledge of the human value of nature is included in the studied planning programs. However, a more explicit use of the concept of ecosystem services could have clarified the importance of ecosystem services and increased the likelihood that they will be applied at a later stage of implementation. An explicit application could also have contributed to a clearer link between the detailed objectives of the planning programs and political objectives.
