Abstract

Landskapsarkitektens roll som gestaltare av offentliga rum för med sig frågor som: vems är staden? Och: för vem byggs staden? Den senaste tiden har flertalet projekt inom temporär gestaltning uppkommit som involverat användare och medborgare på olika sätt. I denna uppsats undersöks den temporära landskapsarkitekturens potential att konkret kunna testa utformningsidéer och hur den fungerar i kombination med medborgardeltagande. Syftet är att skapa ett diskussionsunderlag för hur temporär gestaltning kan fungera som metod för att öka medborgarinflytandet i den fysiska planeringen. Olika sätt att använda sig av temporär gestaltning kan sorteras längs med en skala mellan två ytterligheter. Processen kan sträva efter att utforma en provisorisk lösning med målet att experimentera sig fram till en permanent lösning. Processen kan också gå ut på att erbjuda invånare en plats för experiment utan något långsiktigt definierat mål. I uppsatsen undersöks två referensprojekt – Vänskapstorget i Malmö och Pixlapiren i Helsingborg. Projekten befinner sig på varsin sida av skalan och skiljer sig i processen för den temporära gestaltningen samt medborgardeltagande. Uppsatsen behandlar även frågan om medborgardeltagande kan bidra till en process inom temporär gestaltning, och tvärtom – om temporär gestaltning kan användas för att öka medborgarinflytandet. Medborgardeltagandet kan bidra med legitimitet till den temporära gestaltningen och skapa en högre diversitet i våra offentliga rum. Temporär gestaltning som involverar folket kan fungera som komplement till kommunens samrådsskyldighet för att nå underrepresenterade samhällsgrupper. Den kan också fungera som ett test för att se hur designen tas emot av brukarna. En kombination av det temporära och medborgardeltagande har målet att skapa band mellan människor, mellan människor och kommun och människor och en plats. Bandet behöver upprätthållas även efter processen för att bibehålla kontakten med medborgarna eller undvika besvikelse och bristande förtroende.

The role of the landscape architect as designer of public space raises questions as: who does the city belong to? And: for whom is the city built? Lately multiple temporary design projects have appeared which have involved users and citizens in different ways. This thesis examines the potential of temporary landscape architecture as a concrete tool in testing design ideas, and furthermore how temporary landscape architecture works in combination with citizen participation. The purpose of the thesis is to create a discussion of how temporary design can work as a method to increase citizen influence in the physical planning process. Different ways of using temporary design can be sorted along a scale between two extremities. The process can aim for designing provisional solutions in the process to create a permanent design. In addition, the process aims to provide the citizens a place for experiments with the lack of a long term, defined goal. In the thesis two reference projects are observed – Vänskapstorget in Malmö and Pixlapiren in Helsingborg. The two projects are located on each side of the scale and the process differs in use of temporary design and citizen participation. In addition the paper treats the question regarding the contribution of citizien participation in a process of temporary design and on the contrary – the ability of temporary design to increase citizen influence. Citizen participation can contribute with legitimacy of the temporary design and can also create a higher diversity in public spaces. Temporary design involving citizens can work as a complement to the municipality’s obligation of consultation to reach out to underrepresented groups in the society. It can also work as a test to see how the design is received by the users. A combination of temporary design and citizen participation aim to create bonds between people, between people and the municipality and people and a place. The bond has to be maintained after the process in order to keep the contact with the citizens and avoiding disappointment leading to a lack of trust.
