Abstract

Ekologisk kompensation är en metod för att gottgöra skadan som uppstår på naturen vid exploatering. Den baseras på skadelindringshierarkin som handlar om att i första hand undvika att skada naturen och sedan att begränsa skadan, därefter restaurera den natur som blivit skadad och i sista hand kompensera. Grundtanken med ekologisk kompensation är att man ska betala tillbaka de naturvärden som man tar i anspråk vid exploatering, man ska göra rätt för sig helt enkelt. I Sverige har det börjat diskuteras mer och mer kring ekologisk kompensation som ett effektivt sätt att förhindra förlust av ekosystemtjänster, ekologiska funktioner och natur, men det är fortfarande relativt nytt och obeprövat. Det finns ett antal svenska kommuner som redan börjat implementera ekologisk kompensation i sitt arbete men det finns fortfarande många osäkerheter. I den här rapporten har det undersökts hur ekologisk kompensation kan användas i Uppsala kommuns nya stadsdelar och en litteraturstudie har genomförts för att se hur andra länder och kommuner har implementerat ekologisk kompensation i sitt arbete med samhällsbyggnad och planering. Tyskland var ett av de första länderna att införa ekologisk kompensation och gjorde det redan på 1970-talet och har influerat flera andra länder till att göra detsamma, bland annat USA, Nederländerna, Brasilien, Storbritannien och Sverige. Sedan dess har många diskussioner handlat om huruvida ekologisk kompensation faktiskt kan ha fördelar eller om det bara blir en ursäkt för ökad exploatering, men också om att naturvärden är svåra att värdera och att det aldrig går att återskapa natur. De nya stadsdelarna söder om Uppsala är ett aktuellt projekt där det ska byggas flera nya stadsdelar, strax sydost om Uppsala. Projektet kommer medföra en stor påverkan med negativa konsekvenser på den befintliga naturen även om skadelindringshierarkin följs och bevarande åtgärder vidtas för att bevara naturvärden. Den här rapporten sammanfattar olika sätt att tillämpa ekologisk kompensation och även hur det kan tillämpas i projektet Sydöstra stadsdelarna. Genom rapporten dras slutsatsen att Uppsalas kommun bör tillämpa en kombination av kompensationsåtgärder, eftersom ytan för exploatering är storskalig och även innehåller stora variationer av naturmiljöer och biotoper. Lämpliga kompensationsåtgärder att använda sig av är naturvård och skötsel, habitatbanker och att utse specifika områden för kompensationsåtgärder. Vidare påpekas även vikten av att ekologisk kompensation tillkommer tidigt i projekten och att det finns lämplig kunskap om naturvärden, ekologiska funktioner och kompensationsmetoder, för att försäkra sig om att den ekologiska kompensationen utförs korrekt.

Ecological compensation is a tool to compensate for the damage on nature that occurs due to exploitation. It is based on the mitigation hierarchy, which is based on a four-step principle: primarily avoiding harm to nature and secondly limiting the damage, and thirdly restoring the nature that has been damaged and as a final step use compensating measures to replace nature that has been destroyed. The basic idea of ecological compensation is to repay the nature values that developers exploit when building new. In Sweden, there is a rising discussion about ecological compensation as an effective way to prevent the loss of ecosystem services, ecological functions and nature values, but it is still relatively new and untested. There are a number of Swedish municipalities that have already started to implement ecological compensation in their planning, but there are still many uncertainties. The new districts south of Uppsala is an upcoming project where several new districts will be built. It will presumably have a major impact on the existing nature, and even if the mitigation hierarchy is followed and many measures are taken to preserve the nature values that will be affected, the exploitation still probably will have major negative consequences for nature and the ecosystem. In this report, it is researched how ecological compensation can be used in the development of Uppsala municipality's new districts and infrastructure. A literature review has been performed to examine how other countries and municipalities have implemented ecological compensation in their work with city planning. Germany was one of the first countries to introduce ecological compensation in the 1970’s and has influenced several countries, amongst others; the US, the Netherlands, Brazil, the UK and Sweden. Since then, discussions have been about whether ecological compensation can actually have benefits or only be an excuse for increased exploitation, but also that nature values are difficult to evaluate and that it is never possible to recreate nature as it used to be. This report summarizes different ways on how ecological compensation can be applied in Uppsala municipality’s new project and in other municipalities. The conclusions are that Uppsala municipality should work with a combination of compensation measures, because the area is largescaled and also a high diversity of nature values and biotopes. Additionally, it would be appropriate to use a habitat bank or designate specific areas for compensatory measures. Furthermore, it is also emphasized that ecological compensation should be included early on in projects and that it is of importance to have appropriate knowledge about nature values, ecological functions and compensation methods, to ensure the correct compensation measures are taken.
