Abstract

Människors tillgång till bostäder är en viktig aspekt av planeringen för en hållbar stadsutveckling.
Den bostadsbrist som råder på den svenska bostadsmarknaden bromsar därmed progressionen mot
en mer en hållbar bostadssituation i Sverige och i förlängningen även en övergripande hållbar
utveckling. Detta då en hållbar utveckling förutsätter förekomsten av ekonomiskt överkomliga
bostäder som svarar mot behoven hos de grupper och individer som bor i dem. Bostadsbristen
drabbar inte alla samhällsgrupper lika hårt, utan innebär störst problem för grupper med lägre
inkomster och ekonomiskt kapital, däribland grupperna unga vuxna och studenter. Från framförallt
byggbranschen och fastighetsaktörer har röster höjts om att det svenska byggregelverket hindrar
dessa aktörers förutsättningar att bygga ekonomiskt överkomliga bostäder. Samtidigt har
bostadsforskare varnat för att kritiken öppnar upp för möjligheten att frångå flera av de krav som
byggregelverket ställer och som syftar till att säkerställa att de bostäder som byggs främjar en god
livsmiljö och boendesituation.
Det här arbetet har genom en litteraturstudie undersökt hur den nuvarande kunskapsbilden ser ut om
hur aktörer som arbetar med tillämpningen av det svenska byggregelverket upplever att denna
process påverkar förutsättningarna att bygga nya och ekonomiskt överkomliga bostäder. Intervjuer
med två bostadsaktörer vars fokus är att bygga nya hyresbostäder för unga vuxna respektive
studenter bidrar därtill med två ögonblicksbilder av hur sådana aktörer upplever sina förutsättningar
att nå sina respektive organisationers ambitioner i förhållande till byggregelverket. Arbetets resultat
pekar på att det utifrån den kritik som idag finns går att identifiera två övergripande
problemområden som sådana aktörer upplever med byggregelverket. Dels upplevs reglerna i en del
fall hindra byggandet av ekonomiskt överkomliga bostäder och dels upplevs reglerna begränsa
förutsättningarna att bygga bostäder som i största allmänhet svarar mot behoven hos flera av de
målgrupper som kan tänkas komma att bo i dem.
Utifrån arbetets resultat dras slutsatsen att en potentiell lösning är ett flyttat fokus vid tillämpningen
av byggregelverket mot att i större utsträckning än idag handla om att tolka bostadsförslag mot de
bakomliggande syftena med de regler som finns. Med hänsyn till att det inte går att objektivt
definiera vad som utgör en tillräckligt bra bostad i ett hållbart samhälle skulle bygglovsprövningen
kunna tänkas tillåta mer utrymme för en diskussion om vad som i en given situation är att anse som
ett adekvat bostadsförslag. Människors bedömningar och dialogen om vägen framåt skulle i sådana
fall kunna ges mer fokus än detaljerade mått och sökandet efter objektivt optimala lösningar utifrån
standardiserade regler. En kompromiss skulle då potentiellt kunna nås mellan regelverkets styrkor i
att ställa krav på det som byggs och dess svagheter i att samtidigt begränsa vad som kan byggas.

Ensuring access for people to housing is an important aspect of a sustainable urban development.
The current shortage of available hosuing on the swedish housing market is consequently impeding
the progression toward a more sustainable housing situation in Sweden and by extension an overall
sustainable development. That is, since a sustainable development require the existence of
affordable housing that meets the needs of those social groups and individuals living in them. The
impact of the current housing shortage poses a problem especially for low-income social groups
with limited financial resources, including young adults and students. Amongst especially
representatives of the construction industry and real estate companies concern have been rasied that
the Swedish building regulations inhibit such actors abilities to build affordable housing. Such
critique however, as it has been pointed out by researchers studying the housing market, run the risk
of legitimizing the removal of many of the current regulations aimed at ensuring that the homes
being built promote a good living environment for their residents.
This study has, through the use of a litterature study, investigated the current knowledge about how
actors working with the implementation and execution of the Swedish building regulations percieve
that this process affects the possibility of building new affordable housing. In addition, interviews
with representatives of two housing organisations whose focus is to build new rental housing for
young adults and students, respectively, contribute two snapshots of how such organisations
perceive their ability to reach their respective ambitions in relation to the building regulations. The
results of this study indicate that, based on the criticism that exists today, it is possible to identify
two general problem areas that such actors experience with the building regulations. One of these
perceived issues is that current regulations hinder the construction of affordable housing. The other
issue is that current regulation is percieved to limit the possibility of building housing that meets the
needs of several of the targeted groups that are intended to live in them.
The study concludes that a potential solution is a shift, regarding the implementation of the building
regulations, toward a greater emphasis on the interpretation of the underlying purpose of a given
rule when reviewing a proposed housing project. Considering that it is not possible to objectively
define what constitutes sufficiently adequate housing in a sustainable society, the process of trying
the building permit could potentially allow more room for a discussion of what, for a given
situation, is to be considered as acceptable housing. Human assessment and a dialogue about how to
best proceed would in such a case be the focal point, rather than detailed measurements and the
search for objectively optimal solutions based on standardized rules. This might potentially
facilitate a compromise between the strengths and weaknesses of the building regulations.
