Abstract

Detta arbete behandlar beredskapsplanering av livsmedelsförsörjning. I arbetet diskuteras Sveriges självförsörjningsgrad och hur det svenska lantbruket och Sveriges markanvändning bör ändras för att kunna upprätthålla primärproduktionen under en eventuell avskärmning från omvärlden i händelse av kris eller krig.

Sveriges självförsörjning har sett en nedåtgående trend sedan slutet av andra världskriget, likaså har den inhemska livsmedelsproduktionen och arealen jordbruksmark. För att möta det försämrade säkerhetspolitiska läget måste vi återuppta arbetet med en livsmedelsberedskap. Detta måste vi göra genom att ställa om från det diesel- och importberoende vi ser i den svenska jordbrukssektorn idag. Vi måste åter se jordbruksmarkens livsmedelsförsörjande värde och ge marken plats och rättvisa i diskussioner kring den fysiska planeringen.

Om arbetet med beredskapsplanering av det svenska lantbruket och jordbruksmarken inte görs riskerar Sverige att stå helt utan förmåga att försörja sin befolkning om vi blir avskärmade från omvärlden i händelse av kris eller krig, men också en försvagad svensk jordbrukssektor och ökad miljöbelastning under fredstid. Däremot kan en beredskapsplanering av hela livsmedelskedjan från primärproduktion till konsumtion säkra livsmedelsförsörjningen och förmågan att fortsätta producera livsmedel under en kris samtidigt som det skulle leda till en starkare och mer miljöanpassad jordbrukssektor i fredstid.

This thesis treats planning for preparedness of self-sufficiency of food in Sweden. It discusses the grade of self-sufficiency and how the Swedish agricultural sector and the use of land in Sweden needs to change to maintain the primary production during a possible crisis where Sweden is cut off from the surrounding world and its supplies.

The grade of self-sufficiency in Sweden has seen a declining trend since the end of the second world war. The area of agricultural land and domestic produce of food have followed in the same direction. In response to the deteriorating security situation in Sweden we need to resume working with the better preparedness regarding food supply. To raise the self-sufficiency level we need to adjust the need of diesel and other imports in the Swedish agricultural sector as we see it today. We also need to restore the value of agricultural land in the planning process and appreciate its ability to produce food.

If we don’t make these changes regarding the dependence of diesel and other imports in the Swedish agricultural sector, nor cherish the value of agricultural land in the physical planning, not only do we jeopardize the ability to provide food for the Swedish population during a time of crisis or war, but it can also lead to a weakened Swedish agricultural sector and increased impact on the climate in a time of peace. Planning for preparedness of the whole cycle from primary production to consumption will not only secure the self-sufficiency of food and the ability to keep producing during a crisis, but would also lead to a stronger agricultural sector which also would get more adapted to climate changes.
