Abstract

Sveriges planeringssystem har en stark kommunal nivå medan den regionala och nationella nivån har ett begränsat inflytande över den fysiska planeringen. Kommunerna planerar mark- och vatten inom kommungränsen. Dessa administrativa gränser har en tydlig påverkan i hur landskapet planeras, framförallt i ett så pass tätbefolkat län som Skåne. Men för att planera i en mer ekologiskt hållbar riktning behöver vi se bortom dessa gränser.

Den 1 januari 2019 trädde en ny lag i kraft som innebär att Skåne och Stockholm ska ha en regional fysisk planering. Syftet med denna uppsats är att få en inblick i hur kommunerna i Skåne arbetar med regionala frågor samt huruvida lagen kan bidra med en förändring i arbetet gällande kommunöverskridande planering. Detta har studerats genom en litteraturstudie och samtal med informanter från kommunal och regional nivå.

Den fysiska planeringen är politiserad och det finns därmed olika inställningar mellan kommunerna. Det finns många olika intressen att ta hänsyn till och mellankommunal konkurrens bidrar med ett starkt fokus på den enskilda kommunen. Av mellankommunala frågor är cykelvägar ett exempel där kommuners olika inställningar och finansiering utgör hinder. Stockholmsregionen har haft en regional fysisk planering sedan 1958 vilken vi kan dra lärdomar från. Region Skåne har även sedan tidigare arbetet med ett Strukturbild för Skåne, för att sammankoppla regionens utvecklingsstrategi med kommunernas översiktsplaner.

Att besvara frågan huruvida lagen kommer bidra med mer kommunöverskridande planering besvaras utifrån kommunernas och regionens spekulationer samt lärdomar från Stockholmsregionens fysiska planering. Utifrån studien finns det goda chanser för en ökad mellankommunal planering, såvida regionen och kommunerna är överens. Det finns dock fortfarande stor osäkerhet kring hur regionplanen kommer te sig, vilket kommer påverka utfallet i frågan.

The Swedish system of urban and rural planning is greatly influenced by the municipal whereas the regional and national influence is limited. The municipalities plans and designs the land use within its’ boundaries. The administrational boundaries of municipalities does greatly affect the planning of land use, especially in densely populated areas like Scania. To enable a more ecological way of planning it is essential to not let these boundaries limit one's’ view.

As of the first of January 2019 there is a new law, the law states that the regions Scania and Stockholm must have a regional plan for its urban and rural areas. The purpose with this thesis is to get a greater view of how the Scanian municipalities work with regional issues and how the recently introduced law might create a change in the cross-municipal planning. The study is based on a literature review as well as interviews with informants from both municipal and regional levels.

The physical planning is greatly affected by politics and consequently different municipalities does not always have shared visions. There are many different interests to take into account and as municipalities does to an extent compete with each other, there is often a great focus on the municipalities own interests. Cross-municipal issues like planning of bicycle paths is an example of a case where municipalities does not always share interest nor funding. The region of Stockholm has had a regional physical planning since 1958 and there are lessons to be made. The Scanian region has worked with a structural plan to enable a linkage between the regions strategy for development with the plans of municipalities.

The question of whether the new law will affect the planning is answered by the different views of the interviewees as well as the learnings from the region of Stockholm. Based on the conducted study there is a great chance of increased cross-municipal planning as long as the region and the municipalities share their views. However, there is still a great insecurity of what the new regional plan will lead to, which of course affects the future outcome.
