Abstract

Uppsatsens syfte är att belysa förutsättningar, utmaningar och hinder som kan uppstå vid samverkansprocesser inom kommunala stadsutvecklingsprojekt. Dessa aspekter har jag valt att studera i samband med Malmö stads satsning på att omreglera Friisgatan till gågata under sommarhalvåret 2017. Det här ingår som ett delprojekt i en utredningsprocess som gatukontoret gör angående ett framtida gång- och cykelstråk mellan Konsthallstorget och Folkets park. Visionen är att stråket ska bli grönare och mer attraktivt för gående och cyklister samt koppla samman staden på ett bättre sätt. Utvecklingen hör samman med de trafikrelaterade mål som ställts upp i Malmö stads plan- och styrdokument där gång-, cykel- och kollektivtrafik ska öka på bekostnad av biltrafiken.

Malmö stads ambition är att delprojekten som ingår utredningen ska ske i dialog med boende och näringsidkare på Friisgatan och tillsammans med dem ska mindre insatser utföras som utvecklar stadsrummet på ett nytt och kreativt sätt. De bakomliggande processerna har haft stor betydelse för att kunna genomföra projektet med den tillfälliga sommargågatan. Trots att fallet Friisgatan kan ses som ett relativt litet projekt ur ett kommunalt perspektiv är det tydligt hur utvecklingen är beroende av politiska ställningstaganden och riktlinjer, fungerande samarbete mellan olika enheter inom den interna organisationen samt fungerande samverkan mellan tjänstepersoner och näringsidkare på gatan. Uppsatsen förhåller sig främst till att undersöka samverkansprocesser i form av dialogprocessen som sker mellan kommunala tjänstepersoner och näringsidkare på Friisgatan. Uppsatsen redogör för de utmaningar som det innebär att skapa effektiva och fungerande dialogarbete vid stadsutvecklingsprojekt. Genom fallet med Friisgatan uppmärksammas frågor som berör medborgardialogens funktion, exempelvis vilken grad av inflytande bör näringsidkarna ha vid planeringsprocesser samt vilka möjligheter har kommunen att förverkliga deras önskemål.

The purpose of this essay is to illustrate opportunities, challenges and difficulties that may arise in collaborative processes within municipal urban development projects. I have chosen to study these aspects in connection with the municipalilty of Malmö´s effort to transform Friisgatan to a pedestrian street during the summer of 2017. This is a part of an evaluation process regarding a future pedestrian and bicycle path between Konsthallstorget and Folkets Park. The vision is to make the street more verdant and attractive to pedestrians and cyclists and as well to link the city in a better way. This development is related to the traffic aims contained in the municipality of Malmö´s policy documents where pedestrian, cycling and public transport will increase at the expense of car traffic.

The municipality of Malmö´s ambition is that the sub-projects included in the investigation should be conducted in dialogue with residents and business owners on Friisgatan, and together with them make smaller efforts that will develop the urban space in a new and creative way. The underlying processes have been of great importance in implementing the project with the temporary summer pedestrian street. Although the case with Friisgatan can be seen as a relatively small project from a municipal perspective, it is clear how the development depends on political positions and guidelines, effective cooperation between various units within the internal organization, as well as effective cooperation between municipal officials and business owners on the street. The essay focuses mainly on investigating governance processes in the form of the dialogue process between municipal officials and shop/restaurant owners at Friisgatan. The essay describes the challenges involved creating efficient and functioning dialogue work in urban development projects. In the case of Friisgatan, issues concerning citizens influence are discussed such as wich grade of influence the business owners should have in the planning process as well as the opportunities that the municipality has to realize the business owners requests.
