Abstract

Det svenska samhället har krav på ett ökat bostadsbyggande. För att kunna höja produktionstakten kommer ofta argumentet att den snåriga processen från idé till bygglov via detaljplan måste förenklas. Bygglovsprocessen i sig representerar en mycket god, nationell demokratisk grundtanke. Det praktiska arbetet styrs och ägs dock av den ansvariga kommunen, och många gånger drar inte arbetsflödet nytta av samtida resurssparande digitala samarbetsverktyg.
Samtidigt har vår relation till kartan fullständigt förändrats sedan 2000-talets början. De platta, pappersbaserade kartorna är ersatta av interaktiva, 3-dimensionella digitala modeller, där användarens aktuella position är synlig med meterns noggrannhet. Många använder dagligen dessa 3-dimensionella modeller, kombinerade med komplicerade nätverksanalyser för att navigera till fots och i bil, jämföra olika alternativ inom kollektivtrafiken och upptäcka nya områden via fotorealistiska stadsmodeller. Allt detta kan göras med en enhet som ryms i fickan. En enhet som varken kräver kunskaper i geografisk information, eller teknisk träning i geografiska analysverktyg, för att användas.
Syftet med uppsatsen är att bidra till förståelsen för hur digital 3D teknik kan effektivisera den svenska planprocessen, och undersöka huruvida det gör planarbetet mer transparent på ett sätt som ökar förståelsen, och därigenom allmänhetens delaktighet i processen. Arbetet bygger på en litteraturstudie, samt på intervjuer med utvalda sakkunniga. Först redovisas samtida initiativ för att skynda på och samordna övergången till en digital planprocess. Vidare tar studien bas i hur planer redovisas och läses, den undersöker de retoriska förutsättningarna i arkitektonisk kommunikation, samt redogör för utmaningar som är unika för de digitala, 3D-baserade modellerna. Avslutningsvis ställs denna kunskapsbas i förhållande till/mot några kommuners praktiska planarbete.
Resultat visar att den allmänna utvecklingen inom 3D har kommit väldigt långt och är något som förväntas av parterna i stadsbyggnadsprocessen, men att det råder stor skillnad i hur olika kommuner arbetar med att digitalisera stadsbyggnadsprocesserna, samt att många aktiva parter efterlyser en nationell samordning i frågan. Vidare konstateras att övergången till digitala 3D modeller inte är helt oproblematiskt, då det tvingar fram visuella förenklingar som inte alltid effektiviserar varken formen eller dess budskap. Utöver detta konstateras att 3D baserad kommunikation är förknippad med samma retoriska utmaningar som traditionell visuell kommunikation.

Sweden has a stated ambition to increase the number of homes. One of the reasons often quoted for the current low in production numbers is the complexity inherent in the processes required for urban planning. The democratic foundation on which the process is constructed upon are undeniably quite sound and the governing processes are controlled by state-wide regulation. However, the actual workflow within the process is formed by the local municipality. Generally, the processes are dependent on paper based documents and not contained within modern digital IT systems. The physical nature of the work inherent when working with paper documents consumes a lot of resources which could arguably be more effectively spent.
Since the beginning of the new millennia our relationship with the map has been totally reshaped. The old paper based maps have been replaced with interactive digital 3D models with the position of the map reader clearly marked. Almost all of us make daily use of geographical information systems and compute complex spatial computations at the touch of a button. We use these tools to navigate on foot or by car, compare different public transport alternatives and discover new places though photorealistic 3D city models. All this from a device that fits in our pocket and that requires no training or knowledge of geographic information analysis.
The purpose of this paper is to examine the state of 3D based digital workflows within the Swedish municipal planning process and to help with the understanding of if and how increased transparency and readability will make the planning process more democratic. The paper is based on two parts-. First a review of the scientific field, and second interviews with selected specialists. As a start the paper states a couple of current initiatives to help collaboration within the switch to a digital planning process. It continues to examine what makes a maps or planning document readable, what makes up the rhetorical foundations of architecture communication and states the challenges unique to working with digital 3D based models. Finally, this knowledgebase is compared with the examined municipal workflows.
Results show that the surrounding developments within the field of visual, 3D based communicationare forming new expectations for the actors within the planning process. There is a huge spectrum in the local municipal workflows, from almost pure analogue to fully fledged parametric 3D models. Almost everybody taking part in the debate surrounding this subject states the need for country wide projects and incentives to further develop the intra-municipal cooperation. The results further states that the transition to 3D based communication tools and workflows are limited in their ability to effectively relay the fine details that shapes the gestalt of the space. Finally, the study finds that the same challenges that are associated with traditional visual commination also applies to 3D based communication.
