Abstract

Social hållbarhet har blivit ett alltmer omdiskuterat begrepp inom stadsplanering och bostadspolitik. Av de olika hållbarhetsaspekterna är det kanske den som är svårast att mäta och definiera, och det finns fortfarande förhållandevis lite forskning som på ett heltäckande sätt undersökt kopplingarna mellan den byggda miljöns fysiska struktur och människors sociala välmående. Trots brist på konsensus och raka, tydliga fakta, finns starka åsikter om hur en socialt hållbar stad ser ut. Denna uppsats studerar argument i den debatt som förts alltsedan industrialiseringen, av forskare, stadsplanerare och arkitekter. Det är dels en generell genomgång av inlägg i den allmänna debatten, men särskilt fokus läggs också på diskussionen kring efterkrigstidens höghusområden, i Sverige ofta kallade miljonprogramsområden.

Arbetet består av en litteraturstudie med efterföljande diskussion och reflektion. Först ges en allmän bild av hur den moderna staden beskrivs i litteraturen, samt de problem som återkommande tas upp i dessa beskrivningar. Uppsatsen söker vidare en definition på vad social hållbarhet kan innebära i en urban kontext, samt de kopplingar som, i stadsplaneringsdebatt och forskning, görs mellan den sociala hållbarheten och stadens fysiska form. Det konstateras att den stadsstruktur som främst verkar förespråkas idag är den täta och funktionsblandade kvartersstaden av traditionellt snitt, och att mycket vikt läggs vid de offentliga rummens betydelse för socialt välmående. Förtätning och funktionsblandning är därför två begrepp som undersöks vidare i uppsatsen, i deras generella betydelse med staden som helhet som perspektiv. I uppsatsens andra del läggs fokuset istället på de ensidiga och storskaliga höghusområdena från 60- och 70-talet. Dessa områden har alltsedan de byggdes fått utstå mycket kritik, och kopplas idag ofta till social problematik, segregation och fattigdom. Förtätning och ökad funktionsblandning lyfts ofta fram som lösningen på dessa problem, och i litteraturstudien studeras argumentationen, det visas på exempel från Sverige och Europa, och slutligen undersöks Malmö stads syn på kopplingen mellan förtätning och social hållbarhet i allmänhet och i stadsdelen Rosengård i synnerhet.

Social sustainability has become an increasingly hot topic in urban planning. Of the various aspects of sustainability, it is perhaps the one that is most difficult to measure and define, and there is still relatively little research that has examined the links between the physical structure of the built environment and people's social wellbeing. Despite the lack of consensus, and simple, clear facts, there opinions about what a socially sustainable city looks like are strong. This paper studies the arguments that are being put forward in the debate, which has been lively ever since the industrialization. It is partly a general review of opinions in the debate about the city as whole, but particularly focus is put on the discussion concerning the post-war high-rise residential areas, in Sweden often called Million Programme areas.

The work consists of a literature review with subsequent discussion and reflection. First it gives a general picture of how the modern city is described in the literature, and the problems that are defined in these descriptions. The paper then seeks a definition of what social sustainability can mean in an urban context, and investigates the connections that are made between social sustainability and the city's physical form, in the urban debate and research. It becomes clear that the urban structure that is most strongly advocated today is the dense and multi-functional city, and much emphasis is placed on the important role the public space plays for ensuring social wellbeing. Densification and mix of functions are therefore two concepts that are investigated further in the essay. In the second part of the text, the focus is instead on the Million Programme areas, consisting of large-scale high-rise buildings from the 1960's and 70's. These areas have been heavily criticized ever since they were built, and are often seen as places that breeds social problems, segregation and poverty. Densification and increased functional mix are often cited as solutions to these problems, and the essay presents arguments found in the literature, as well as examples from Sweden and Europe. The text finally examines Malmö's views on the link between densification and social sustainability in general and in the Rosengård district in particular.
