Abstract

Klimatförändringarna är ett aktuellt ämne som det skrivs mycket om. En följd av dessa är stigande havsnivåer och denna uppsats behandlar detta fenomen. Uppsatsens syfte är att belysa problematiken kring en havsnivåhöjning och fysisk planering samt att ge en introduktion till ämnet. Målet är att ta reda på vilka konsekvenser en havsnivåhöjning kan få samt vilka strategier och åtgärder som kan användas i det förebyggande arbetet och vilken roll landskapsarkitekten kan ha i detta arbete. Konsekvenser av en havsnivåhöjning presenteras med utgångspunkt i hållbar utveckling, ett begrepp som används mycket i dagens samhällsplanering. Genom att redogöra för sekundära konsekvenser med utgångspunkt i detta begrepp undersöks vilka effekter en stigande havsnivå kan ha ur ett ekologiskt, ekonomiskt respektive socialt/kulturellt perspektiv. För att förstå ekologiska eller socio-ekonomiska systems benägenhet att anpassa sig till förändringar och att vidareutvecklas från dessa tas begreppet resiliens upp och förklaras. Uppsatsen redogör även för olika åtgärder som finns att tillgå i det förebyggande arbetet kring havsnivåhöjningar. Dessa presenteras genom tre strategier; retirera, försvara och attackera. Strategierna utgår ifrån olika förhållningssätt inför havsnivåhöjningar och viljan till skydd respektive anpassning. Internationella exempel på skydds- och anpassningslösningar presenteras och landskapsarkitektens roll i arbetet diskuteras. Därefter undersöks det preventiva arbetet i tre skånska kommuner; Kristianstad, Vellinge och Höganäs. Dessa kommuner arbetar aktivt med att hitta lösningar till problematiken med stigande havsnivåer och exempel på deras arbete tas upp. Den avslutande diskussionen behandlar förhållningssätt inför havsnivåhöjningar och möjligheten att planera och gestalta ur ett hållbarhetsperspektiv.

Climate change is a much discussed matter these days. One of the consequences to climate change is a sea level rise, which is the subject for this thesis. The purpose of the thesis is to give an introduction to planning for sea level rise. The objective is to investigate the impacts of sea level rise and the strategies and measures that are used in the preventive work, as well as the role a landscape architect can have in this work. The possible impacts of a sea level rise are presented through the perspective of sustainable development; a term which is widely used in today’s planning. Investigating the secondary impacts with this term in mind they are presented through the following perspectives; ecological, economical and social/cultural. To understand a system’s (ecological or socio-economical) ability to adapt to changes and to develop through these the term resilience in presented and explained. The thesis also describes different strategies and measures that are used in the preventive work regarding sea level rise. The measures are presented through three strategies; retreat, defend and attack. These stand for different approaches to facing sea level rise and the tendency to protect or to adapt. International measures to protection and adaptation are brought up and they are followed by a discussion about the role a landscape architect can have in this work. In the end the current work in three municipalities in Skåne, Kristianstad, Vellinge and Höganäs, is presented. These municipalities have planning documents regarding a sea level rise and examples are brought up to show their work. The concluding discussion is mainly focusing on the different approaches to sea level rise and the possibility to plan and design for a sustainable development.
