Abstract

Hållbar stadsutveckling är ett begrepp som diskuteras flitigt i samhället idag, såväl på nationell som på lokal nivå. Visionen om den hållbara staden har uppkommit som en effekt av accelererande miljöproblem och växande klyftor i samhället. På det övergripande nationella planet skildras samhällsproblemen och det framställs mål om vad man vill förändra. På lokala plan i kommuner görs mer konkreta förslag på lösningar till problemen i de aktuella stadsdelarna. Dock finns idag ingen nationell strategi på hållbar stadsutveckling, utan de övergripande målen är förslag på vad olika forskare och sakkunniga anser vara de rätta angreppssätten på problemen i samhället.
Syftet med denna uppsats är att göra en jämförelse mellan vad som står i de nationella dokumenten med vad som görs i ett konkret projekt i Malmö, där en vision om att bli bäst i världen på hållbar stadsutveckling finns formulerad. Vidare syftar uppsatsen på att lyfta diskussionen om de nationella dokumentens betydelse och på vilka grunder man kan kalla sig världsbäst på hållbar stadsutveckling, när ingen konkret definition på detta finns.
Arbetet har visat att målen i olika policydokument är breda och mångtydiga. Återkommande begrepp diskuteras nationellt i hållbarhetsdiskussioner trots att begreppen kan innehålla en mängd definitioner. Detta ställer krav på arkitekter och planerare att själva sätta sig in i den senaste forskningen och ge innovativa förslag på hur utvecklingen av en hållbar stad ska se ut i praktiken. Olika forskare i ämnet hävdar dock att en tydlig strategi i hållbar stadsutveckling skulle kunna bidra till att platser inte utformas efter egna förutsättningar, vilket är en förutsättning för att skapa en hållbar och varierad stad.

Sustainable urban development is a concept that often comes up for discussion in today’s society, both on a national and local level. The vision of the sustainable city arose as a consequence of the accelerating environmental problems and the growing divisions in disparities. On a national level the social problems are portrayed and defined, and visions and targets are set out on what to achieve. On a local level, in municipalities, concrete proposals are made addressing the problems in their districts.
However, currently there is no national strategy for sustainable urban development in Sweden. The visions and strategies are suggestions of what researchers and experts consider to be the right approaches to the problems in society.
The purpose of this essay is to study a proposed development in Malmö and compare what is being done to achieve the targets and visions set out in the policy documents. The city of Malmö has set a target of becoming the world leader in sustainable urban development.
Furthermore, the study aims to highlight the discussion of the relevance of the national policy documents and on what grounds a city can be world leading in sustainable urban development when no definition of the concept exists.
The work has shown that the objectives in various policy documents are broad and ambiguous. The same concepts are being discussed nationally in sustainability discussions, although they may contain a variety of definitions. This requires that architects and planners themselves study the latest research and find innovative solutions to the design of the sustainable city. Some researchers, however, claim that a clear strategy of sustainable urban development could lead to standardized solutions where the conditions and circumstances of the specific site are not considered. An individual design is a condition for a varied city, a concept frequently discussed in sustainability contexts.
