Abstract

I Sverige finns det nästan 300 myndigheter som kontrollerar olika delar av livsmedelskedjan från jord till bord. De flesta av dessa myndigheter är kommunala nämnder som genom sina tjänstemän sköter tillsynen av många olika sorters livsmedelsverksamheter. En av dessa verksamheter är gårdsmejerier och andra mindre mejerier som i många kommuner är de anläggningar med högst riskklassning och dessutom oftast unika i sitt slag, vilket ställer stora
krav på de kommunala livsmedelsinspektörerna.

Den konflikt som ofta kan uppstå vid de tillsynsbesök som inte motsvarar båda parters förväntningar och önskningar kan ofta leda till misstro och en dålig dialog. Detta kan leda till problem både för företagare och för inspektörer som får ett sämre arbetsklimat. För att komma till rätta med dessa problem måste man undersöka vad som fungerar bra och lära sig av dessa goda exempel. Detta projekt har gått ut på att hitta både bra och dåliga exempel som skulle kunna förändra situationen till det bättre med en mer effektiv livsmedelstillsyn som mål.

De problem som presenteras har främst handlat om att mötet mellan företagare och inspektör på ett personligt plan har potential att utvecklas. En lösning på problemet kan vara att utveckla mötet på ett plan där kunskap utbyts genom dialog. Slutligen har problem och lösningar handlat om att anpassa samhällets livsmedelstillsyn så att det underlättar det personliga och kunskapsmässiga utbytet mellan två människor genom större kontinuitet och samstämmighet över kommungränserna.

In Sweden there are almost 300 different regulatory agencies controlling different parts of the food chain from farm to fork. Most of these authorities are communal court committees that have officials that conduct the supervision over several different food businesses. One of these businesses is farmhouse dairy and other small dairy plants that not only have one of the highest risk classes but also are unique in its kind in several communities. This requires
qualified officials to work out their task and sometimes they might not fully succeed.

If the communal supervision does not fully correspond to the requirement from both sides there is a risk for conflicts. These conflicts can lead to a non productive working climate for the officials and also to problems for the dairy farmers. To be able to find a solution to this
problem a study of good and bad examples has to be performed. This project had the goal to find both good and bad examples that can be useful to find better ways to conduct an efficient supervision.

The problems that are presented mostly involve the communication between the dairy farmers and the communal officials. These meetings have a good potential to evolve but it is also about evolving the exchange of knowledge between the two parties through dialogue. At last this is about evolving the communal supervision to more interchange of knowledge between the two parts by more continuity and a equality between different authorise.
