Abstract

Fokus i den här uppsatsen är förlagt på samverkan mellan offentliga och privata aktörer inom en hållbar stadsutvecklingskontext. Det teoretiska ramverket behandlar processer som ligger till grund för offentlig-privat samverkan och berör bland annat governance, public-private partnerships, triple helix samt utmaningsdriven innovation. I resultatredovisningen studeras sedan offentlig-privat samverkan på tre olika nivåer; en generell, en mellan och en lokal nivå. På den generella nivån identifieras bland annat problem som uppstår till följd av skilda tidsperspektiv samt en ovilja och oförståelse att tolka varandras behov. Även en svårighet att få privat sektor till bordet har visat sig vara ett problem. Därefter analyseras Innovationsplattform Malmö Sydost som arena för offentlig-privat samverkan. Här konstateras att innovationsplattformen är en bra arena för att facilitera olika typer av samverkansprocesser. Ett antal incitament att gå med i plattformen har därigenom identifierats. Möjligheten att använda staden som testbädd för att utveckla innovationer, extern finansiering samt utvecklingsmöjligheter för de involverade organisationerna är exempel på sådana incitament. Även mer spontana möten som uppkommit mellan plattformens aktörer lyfts fram som något positivt. Samverkan för odling och gemenskap är ett projekt som uppstått inom ramarna för Innovationsplattform Malmö Sydost. Detta samverkansprojekt har analyserats och utvärderats, för att ge en mer ingående bild av hur en offentlig-privat samverkan kan te sig på lokal projektnivå. Med projektet som grund har även möjligheten att utveckla en generaliserbar och exporterbar samverkansmodell analyserats.

The focus of this thesis is to analyze and examine collaboration between public and private actors, within the context of sustainable urban development. The theoretical framework used in this thesis constitutes of different processes and procedures in regard to public-private collaboration. Theories and research revolving around governance, public-private partnerships, triple helix and challenge driven innovation are all presented within our specific context. The results are divided into three different levels of collaboration; a general level, a mid level and a more local level. Challenges and problems that are closely linked to public-private collaboration, on a general level, are presented and analyzed using the aforementioned theoretical framework. Challenges that have been identified are, for example, the fact that the two sectors tend to work with different time frames and that they sometimes have trouble understanding and interpreting each other’s needs. After this segment Innovationsplattform Malmö Sydost is analyzed in the same manner, to determine if it is indeed a suitable new arena for public-private collaboration. The platform seems to work quite well in overcoming some of the prior identified challenges, thus facilitating collaboration between public and private actors. In addition to this, incentives for joining the platform have been identified. Using the city as a test bed, the fact that the platform is partly externally funded, spontaneous and unplanned meetings and development aspects are all examples on why some of the actors chose to become members of the platform. Samverkan för gemenskap och odling is a project that has emerged within the context of the platform. The project has been evaluated and analyzed with the purpose of presenting a more accurate depiction of how public-private collaboration may appear within a smaller and more local context. Lastly, and with this specific project in mind, prerequisites and the potential of creating a model of collaboration that can be applied in different contexts, has been analyzed.
