Abstract

I den här uppsatsen undersöks begreppen hållbar utveckling och social hållbarhet i omvandlingen av Kvillebäcken, Göteborg, utifrån frågorna hur och varför definitionen av begreppen har förändrats under projekttiden, från idéstadie till praktik. Målet är att förstå berättelsen kring hållbarhetsbegreppet i Kvillebäcken. Undersökningen är avgränsad till att fokusera på de delprojekt som fått investeringsstöd från Delegationen för Hållbara Städer. Studien är genomförd tillsammans med Mistra Urban Futures inom följeforskningsprojektet 3K som tittar på tre olika stadsutvecklingsprojekt i Västra Götalandsregionen som fått stöd av Delegationen för Hållbara Städer.
För att besvara frågeställningarna har en kvalitativ innehållsanalys av offentliga dokument genomförts. Undersökningen består även av deltagande observationer och semistrukturerade intervjuer för att skapa en fördjupad förståelse för praktiken. De tre delarna skapar en gemensam berättelse om projektet.
De teoretiska utgångspunkterna består av två delar. Den första delen handlar om hållbarhetsdiskursen och den sociala dimensionen. Begreppen är diffusa, komplexa och svåra att omsätta i en lokal kontext. För att nå en hållbar stadsutveckling måste begreppen differentieras och vitaliseras i det lokala sammanhanget för att kunna möta de lokala utmaningarna och förutsättningarna. Detta komplicerar den övergripande hållbarhetsdiskursen när begreppen används som prefix till projekt eller insatser för att legitimera, profilera eller marknadsföra dessa. Den senare delen av teorin handlar om hur globala idéer sprids mellan olika platser och städer samt hur detta påverkar idéernas översättning i nya praktiker. Denna teoribildning avser förklara varför begreppsutvecklingen sett ut som den gjort i Kvillebäcken.
En hållbar stadsutveckling karaktäriseras av en integrativ ansats som beaktar de ekologiska, sociala och ekonomiska hållbarhetsdimensionerna gemensamt. Projektets vision är att vara världsledande inom miljöteknisk innovation för hållbar stadsutveckling och att Kvillebäcken ska vara ett skyltfönster mot omvärlden. Undersökningen visar på att de sociala aspekterna av utvecklingen i Kvillebäcken beskrivs som positiva bieffekter av tekniska lösningar snarare än en del av en integrativ ansats. Det har även visat sig att definitionen av begreppet social hållbarhet har förändrats under processen. Begreppet har påverkats av kommunala styrdokument, lokala målformuleringar och externa aktörer som Delegationen för Hållbara Städer. Begreppet har utvecklats från att inledningsvis knyta an till den lokala kontexten och den fysiska strukturen i Kvillebäcken, påverkas av folkhälsoaspekter, till att i slutskedet försöka binda samman dessa olika förståelser av begreppet i en och samma definition.

This thesis examines the concepts of sustainable development and social sustainability in the renewal of Kvillebäcken, Gothenburg, based on the questions how and why the definition of the concepts has changed during the project, from concept idea to practice. The aim is to understand the narrative around the concept of sustainability in Kvillebäcken. The research focuses on the sub-projects that received governmental investment support from the Delegation for Sustainable Cities. The study was conducted in cooperation with Mistra Urban Futures, to be a part of the action research project 3K. 3K is looking at three different urban development projects in the region of Västra Götaland that got financial support from the Delegation for Sustainable Cities.
A qualitative content analysis of public documents has been conducted to answer the questions. The survey was supplemented by participating observation and semi-structured interviews to create a deeper understanding of the practice. The three elements create a common narrative of the project.
The theoretical approach consists of two parts. The first part is about the sustainability discourse and the social dimension. The global concepts are diffuse, complex and difficult to understand in a local context. In order to achieve sustainable urban development concepts must be differentiated and vitalized in the local context in order to meet the local challenges and conditions. This complicates the global sustainability discourse when the concepts are used as a prefix for projects to legitimize, profile or marketing them. The latter part of the theory is about how global ideas are spread across locations and cities and how this affects the translation of ideas into new practices. This theory intends to explain why the conceptual development in Kvillebäcken takes place.
Sustainable urban development is characterized by an integrative approach which takes into account the ecological, socially and economic sustainability dimensions. The project's vision is to be world leading in environmental technology innovation for sustainable urban development and for Kvillebäcken to be a showcase to the world. The study reveals that the social aspects of development in Kvillebäcken is described as positive side effects of technical solutions rather as part of the project's overall aims. It has also been shown that the concept of social sustainability has changed throughout the process. The concept has been influenced by municipal policy documents, local aims and external stakeholders, such as the Delegation for Sustainable Cities. The concept has evolved from initially connecting to the local context and the physical structure of Kvillebäcken, influenced by public health considerations, to in the final stage trying to tie together these different understandings of the concept to a single definition.
