Abstract

Denna studie behandlar hållbar stadsutveckling och undersöker frötätningsidealet som allt som ofta ses som det hållbara valet för många svenska kommuner. Syftet med studien är att utmana förtätning idealet och undersöka målkonflikter mellan förtätning och grönområden i en svensk kontext. Undersökningen är gjord genom en fallstudie av tre svenska kommuner, Umeå, Linköping och Lund där tre delstudier gjorts, dokumentanalys,GIS-analyser och intervjuer. Resultatet av undersökningen visar att den kompakta stadens paradox är närvarande i alla tre kommuner och att målkonflikten mellan de ekologiska och ekonomiska intressena skapas genom både lagstiftningen och kommunens planeringsprocesser. Detta kopplas till Campbell planerings triangel där målkonflikten kan kopplas till resurskonflikten som står mellan mark och ekonomi. Detta har bidragit med nya perspektiv på ämnet kring vad en hållbar stadsutveckling innebär och visar på vikten av att arbeta aktivt med grönplanering integrerat med resterande stadsplanering. Förtätningen borde inte implementeras utan vidare utvärdering och samarbete med andra delar av planeringen. Förtätningen ses även allt som ofta som det hållbara alternativet till utglesning av staden, där det ekonomiska intresset många gånger ligger som grund i de mål och processer som kommunen genomgår. Men för att skapa motståndskraftiga städer räcker inte det täta utan en ekologisk hållbarhet i gröna värden och en gemensam planering för alla stadens intressen är inst lika viktiga när framtiden kommer med ett förändrat klimat.

This study addresses sustainable urban development and examines the ideal of densification, which is often seen as the sustainable choice for many Swedish municipalities. The aim of the study is to challenge the ideal of densification and to investigate conflicting interests between densification and green spaces in a Swedish context. The research was conducted through a case study of three Swedish municipalities, Umeå, Linköping and Lund, involving three substudies: document analysis, GIS analysis and interviews. The results of the study show that the compact city paradox is present in all three municipalities and that the conflict of interests between ecological and economic interests is created by both legislation and the municipalities planning processes. This is linked to Campbell’s planning triangle, where the conflict of interests can be linked to the resource conflict between land and economy. This has contributed to our understanding of the subject and highlights the importance of actively engaging in green planning, rather than merely implementing densification as the sustainable alternative to urban sprawl, and that economic interests all too often form the basis of the interests and processes undertaken by the municipality. However, to create resilient cities, high density development alone is not enough, ecological sustainability in the form of green spaces is at least as important in a future of a changing climate.
