Abstract

Artskyddets tillämpning i svenskt skogsbruk har under senare år blivit alltmer betydelsefullt. Inte minst eftersom artskyddsförordningen i praktiken kan medföra begränsningar i skogsägarens möjligheter att bruka sin skog. För många markägare utgör skogsbruket ett viktigt komplement till den övriga gårdens ekonomi vilket gör att begränsningar i brukandet även kan få ekonomiska följder. Tidigare forskning visar att det finns en upplevd osäkerhet kring hur regelverk ska tolkas, hur anpassningar ska ske och om ersättning kan utgå. Det saknas dock analyser av vilka effekter som det praktiskt får för handlingsutrymmet och skogsägarens ekonomi. Som examensarbete inom skogsmästarprogrammet har en studie genomförts som syftar till att redogöra för hur artskyddet upplevs av olika aktörer samt öka förståelsen för hur artskyddsförordningens tillämpning påverkar handlingsutrymme och ekonomiska förutsättningar i skogsbruket. Studien genomfördes genom att intervjua aktörer som berörs på olika sätt av artskyddets tillämpning i skogen. Studien innehåller även en ekonomisk kalkyl för ett bestånd med tjäderspelplatsförekomst som avverkats med hänsyn enligt Skogsstyrelsens direktiv, utfallet från denna avverkning jämfördes med om beståndet föryngringsavverkats enligt principen generell hänsyn. De ekonomiska kalkylerna visar betydande skillnader i nettointäkt för de olika avverkningsformerna. Utifrån denna kalkyl har ett ekonomiskt beräkningsstöd utvecklats, metoden är utformad för att kunna replikeras i andra fall och ge ett jämförbart underlag för markägare och rådgivare vid bedömning av artskyddsrelaterad påverkan.

Resultaten visar att dagens system kan upplevas som oförutsägbart i den såväl rättsliga- som praktiska tillämpningen. Incitament för att fortsatt gynna naturvärden beror till stor del på rätten till ersättning. Studien bidrar till att ge en nulägesbild av hur artskyddet upplevs och tillämpas i svenskt skogsbruk.

The application of species protection in Swedish forestry has become increasingly important in recent years. Especially since Species Protection Ordinance can in practice lead to limitations in the forest owner's opportunities to manage their forest. For many landowners, forestry is an important complement to the rest of the farm's economy, which means that limitations in management can also have financial consequences. Previous research shows that there is a perceived uncertainty about how regulations should be interpreted, how adjustments should be made and whether compensation is being paid or not. There is a lack of analyses of the practical effects it has on the scope for action and the forest owner's finances. As a degree project within the forester's program, a study has been carried out that aims to account for how species protection is experienced by different actors and to increase understanding of how the application of the Species Protection Ordinance affects scope for action and financial conditions in forestry. The study was carried out by interviewing actors who are affected in different ways by the application of species protection in the forest. The study also contains an economic calculation that was produced for a stand with a capercaillie game reserve that was felled with consideration according to the Swedish Forest Agency's directive, the outcome from this felling was compared with if the stand had been felled for regeneration according to the principle of general consideration. The economic calculations show significant differences in net income for the different types of felling. An economic calculation support has been developed; the method is designed to be replicable in other cases and provide a comparable basis for landowners and advisors when assessing species protection-related impacts.

The results show that the current system can be experienced as unpredictable in both legal and practical application. Incentives for continuing to benefit natural values depend largely on the right to compensation. The study contributes to providing a current picture of how species protection is experienced and applied in Swedish forestry.
