Abstract

Skogen är för Sverige en ekonomisk och biologisk resurs. Att styra och förvalta denna resurs är en viktig politisk uppgift samtidigt som den är komplicerad. Tidigare studier har visat på att de skogspolitiska målen inte väger lika tungt i Skogsstyrelsens arbete att verka för att målen uppnås. Syftet med denna studie var att undersöka om Skogsstyrelsen, via den egna tidningen Skogseko, använder begrepp kopplade till de två jämställda skogspolitiska målen i skogsvårdslagen i lika stor omfattning. Studien genomfördes med kvantitativ innehållsanalys som metod. 19 ord valdes ut kopplat till respektive skogspolitiska mål och dessa räknades i de tio senast utkomna numren av tidningen Skogseko. För att ge en djupare förståelse av resultatet genomfördes en intervju med tidningens ansvarige utgivare. Resultatet visade på en övervägande användning av begrepp kopplade till produktionsmålet. Skillnaden kunde fastställas statistiskt och kan därmed anses vara signifikant (p < 0,05). Genom intervjun med ansvarig utgivare framkom att innehållet i tidningen följdes upp utifrån Skogsstyrelsens fastställda effektmål. Resultaten från den uppföljningen talade emot denna studies resultat. En förklaring till resultatet kan vara att produktionsmålet väger tyngre i kommunikationen. Men det kan även finnas förklaringar i vilka begrepp som har valts ut samt i hur de olika begreppen används. Slutsatsen i denna studie var att det fanns en signifikant skillnad avseende i vilken omfattning begrepp kopplade till de två skogspolitiska målen används i tidningen Skogseko, men att det kan ifrågasättas om de begrepp som användes i denna studie speglar innehållet på ett rättvisande sätt. För att få ett säkrare resultat skulle ytterligare studier på området behöva göras. Antingen med en bättre utformad innehållsanalys eller med en annan metod.

The forest is both an economic and biological resource for Sweden. Governing and managing this resource is an important yet complex political task. Previous studies have shown that the two forest policy objectives are not given equal weight in the Swedish Forest Agency’s efforts to fulfill them. The aim of this study was to investigate whether the Swedish Forest Agency, through its own magazine Skogseko, uses terminology related to the two equal forest policy goals as stated in the Swedish Forestry Act, to the same extent. The study was conducted using quantitative content analysis. A total of 19 terms were selected for each of the two forest policy goals, and their occurrences were counted in the ten most recent issues of Skogseko. To provide a deeper understanding of the results, an interview was conducted with the magazine’s editor-in-chief. The results indicated a predominant use of terms related to the production goal. The difference could be statistically confirmed and is therefore considered significant (p < 0.05). In the interview, the editor-in-chief stated that the magazine’s content is evaluated based on the Swedish Forest Agency’s established performance objectives. The results of that internal evaluation contradicted the findings of this study. One possible explanation for the results could be that the production goal carries more weight in the agency’s communication. However, other explanations may lie in the specific terms selected for analysis and how these terms are actually used in context. The conclusion of this study was that there was a significant difference in the use of terminology related to the two forest policy objectives in Skogseko. but it can be questioned whether the terms used in this study reflect the content in a fair way. To obtain more conclusive results, further research is recommended, either through an improved content analysis design or by using a different methodological approach.
