Abstract

Denna studie grundar sig i den problematik som uppstår i det internationella klimatförändringsarbetet, då den gemensamma klimatprestationen ofta är otillräcklig och skillnader mellan länder är stora. Här undersöks denna problematik i relation till begreppet politiska institutioner, definierat av Acemoglu och Robinson, och vilken betydelse inkludering inom dessa har för länders förutsättningar att prestera väl. Syftet är att, med hjälp av regressionsanalys i en tvärsnittsstudie, bidra med en möjlig förklaringsmodell till varför länders klimatprestationer skiljer sig åt och hur väsentligt det är att fokusera på att uppnå inkluderande institutioner ur ett klimatperspektiv. Studien utgår från tre regressionsmodeller där begreppet inkluderande politiska institutioner bryts ner till de tre dimensionerna: 1) bred pluralistisk maktordning, 2) etablering och upprätthållande av lag och ordning, och 3) inkluderande marknadsekonomi. Regressionsresultaten analyseras genom att likställa dessa tre dimensioner med Hanuschs subdimensioner av demokratisk kvalitet och hur dessa kan utgöra goda förutsättningar för politiskt genomförande och folkets stöd för klimatpolitik. Studiens resultat indikerar att inkluderande politiska institutioner är en betydelsefull förklaringsfaktor till länders varierande klimatprestation, särskilt dimensionen ”inkluderande marknadsekonomi”. Detta tyder på att de demokratiska kvalitéerna inkludering, kreativitet och personlig frihet i relation till marknaden är särskilt viktiga för att förklara och förbättra klimatprestation.

This paper addresses challenges that occur in global climate efforts where the collective efforts tend to be insufficient, as well as vary greatly between countries. The study examines this issue in relation to political institutions, as defined by Acemoglu and Robison, and how inclusiveness within these affects countries’ abilities to perform well in this field. By conducting a cross-sectional regression analysis, this study aims to contribute to explaining the differences in climate change performance and showcase the importance of establishing inclusive political institutions in terms of climate efforts. To do this, the concept of inclusive political institutions is split into the three dimensions: 1) wide and pluralistic power distribution, 2) established law and order, and 3) an inclusive market economy. The results of the regressions are analysed by identifying similarities between these three dimensions and Hanusch’s subdimensions of democratic quality and how this might affect countries’ abilities to drive political change and the public support for climate policies. The results of this study indicate that inclusive political institutions have a significant influence on climate change performance, especially the dimension of an inclusive market economy. This implies that democratic qualities such as inclusiveness, creativity, and liberty in relation to market structures are especially important for explaining and improving climate change performance.
