Abstract

Inkludering av barn i medborgardialoger har blivit allt vanligare inom kommunala
planeringsprocesser. I och med att Barnkonventionen blivit svensk lag har det dessutom
resulterat i att frågor kring barns inflytande och rättigheter kopplat till dialog och planering fått
ökad uppmärksamhet. Dock saknas det kunskap om hur kommuner kan implementera
barnkonventionen och hur de genom dialog kan ge barn ökat inflytande i olika
beslutsprocesser. I denna uppsats genomförs en fallstudie där tre skånska kommuner deltagit i
samverkansprojektet GLAP: Gestaltad livsmiljö genom arkitektur och pedagogik där
dialogmodellen AiS: Arkitekter i skolan används. Genom intervjuer med deltagande
planarkitekter samt en av projektmedlemmarna från GLAP undersöks hur projektet GLAP och
dialogmetoden AiS på olika sätt kan bidra till implementeringen av Barnkonventionen i fysisk
planering. Uppsatsen diskuterar även problem och möjligheter kring barns inkludering i
medborgardialoger. Det framkommer att det finns mycket att gynnas av genom dialoger med
barn men brist på resurser och ojämn ansvarsfördelning kan göra det svårt att initiera och
genomföra dialogerna. Det framkommer att GLAP och AiS på olika sätt kan bidra till att
Barnkonventionen implementeras – men också att det är för tidigt att avgöra full ut i vilken
utsträckning.

Inclusion of children in citizen participation has become increased in municipal planning
processes. With the UN Convention on the Rights of the Child now being Swedish law,
increased attention to issues surrounding influence and linked to dialogue and planning has
increased. However, lack of knowledge about how municipalities can implement Convention
on the Rights of the Child and how, through dialogue, they can give children increased
influence in various decision-making processes. In this essay, a case study is carried out
where three Scanian municipalities have participated in the project GLAP where dialogue
model AiS is used. Through interviews with participating planning architects and one of the
project members from GLAP, it is investigated how GLAP and AiS can contribute in
different ways to the implementation of the Convention on the Rights of the Child in
planning processes. The essay also discusses problems and opportunities surrounding the
inclusion of children in citizen dialogues. It appears that there is much to be gained from
dialogues with children, but lack of resources and uneven distribution of responsibilities can
result in difficulty to initiate and carry out the dialogues. GLAP and AiS have contributed in
different ways to the implementation of the Convention on the Rights of the Child - but it is
too early to determine to what extent.
