Abstract

Utvecklingen av staden kan kategoriseras utifrån formella och informella avsändare. Den formella stadsutvecklingen sker via kommundrivna planeringsprocesser och är baserad på lagar och regler. Den informella dition består av medborgare som på egna initiativ skapar eller förändrar något som påverkar den byggda miljön, ofta frikopplad från den kommundrivna planeringen. När en medborgare historiskt sett har velat påverka stadsmiljön har det ofta skett med hjälp av olika typer av tillfälliga användningar. Fenomenet kan kortfattat definieras som en tillfällig användning av en plats som agerar i ett tidsligt och rumsligt mellanrum. När medborgare genomför tillfällig användningar signalerar det en demokratisering av planeringsprocessen, samtidigt som det går att identifiera politiska aspekter som berör rätten till staden.

I vår samtid har dock tillfällig användning dragit till sig ett ökat intresse även från den formella delen av stadsutvecklingen. Det anses ofta vara ett värdefullt och flexibelt komplement till den planering som är reglerad enligt översikt- och detaljplaner. Den formella typen av tillfällig användning genomförs ofta för att uppnå ett specifikt och separerat syfte, och i den formaliseringsprocessen riskerar mycket av det engagemang och entusiasm som fenomenet grundar sig att gå förlorat.

Detta examensarbete undersöker vilka potentialer fenomenet tillfällig användning har, och hur det förändras när det går från informella initiativ till att vara en del av en kommundriven planeringsprocess. Uppsatsen består av en litteraturstudie samt en fallstudie som inrymmer två tillfälliga projekt där det ena har en informell avsändare och det andra en formell. Detta mynnar ut i en diskussion om aspekter som går förlorade i formaliseringsprocessen, vilka långsiktiga konsekvenser det kan få, samt behovet av en ny kategorisering av fenomenet.

The urban development can be categorized as either formal or informal. The formal urban development is based on the municipalities master plans, and is regulated by laws and rules. The informal urban development consists of citizens who on its own initiative, creates or change something that affects the built environment, something that is distinguish from the formal planning legislations. When a citizen transforms the city, it has often been done with the help of different kinds of temporary uses. The phenomenon is briefly defined as a temporary use of a space which acts in a temporal and spatial gap. When this is performed by a citizen it is indicating a democratisation of the planning process, and certain political aspects concerning the right to the city can often be identified.

In our time, temporary use has been attracting increasing interests from different kinds of formal actors in the urban development. It is considered to be a valuable and flexible complement to the master planning of the city. Formal actors often implement temporary use as a method to accomplish a subsequent purpose. When this formalisation is performed, certain aspects concerning the enthusiasm and the engagement that the phenomenon is rooted in, is adventured.

This master thesis investigates the potential of temporary use, and how it changes in the transformation from informal initiatives to an integrated part of the formal urban development. The thesis consists of a literature study and a case study, which in turn contains two temporary projects: one informal and one formal. This leads to a discussion about the adventured aspects in the process of formalisation, which long-term consequences this might lead to, and the need for a new categorisation of temporary use.
