Abstract

Syftet med denna uppsats är att bidra till ökad kunskap om bilfritt boende som verktyg för hållbar mobilitet. Ett av de främsta verktyg som kommuner har för att styra mot en minskad andel bilresor är just parkering. Under de senaste åren har allt fler kommuner börjat använda sig av flexibla parkeringsnormer som möjliggör för reducerade eller slopade parkeringskrav vid bostadsbyggande. I dagsläget finns det dock en bristande kunskap om planeringsförutsättningarna för en sådan praktik samt om vilka effekterna blir av att uppföra bostäder med få eller inga parkeringsplatser. Utifrån denna kunskapsbrist finns ett behov av att följa upp genomförda bostadsprojekt. Här studeras Cykelhuset Ohboy som är ett pilotprojekt för bilfritt boende där exploatören har tillåtits att bygga helt utan parkering i utbyte mot mobilitetsinsatser.

Utifrån en enkät- och intervjustudie med de boende i Ohboy framhålls hur frånvaro av parkering samt tillgång till mobilitetsinsatser utgör en stödjande struktur för hållbara mobilitetsval. Genom intervjuer med Malmö Stad och exploatören Hauschild+Siegel studeras även planeringsprocessen bakom detta pilotprojekt. Utifrån en analys av planeringsprocessen konstateras att trots att såväl kommuner som exploatörer har drivkrafter för sänkta parkeringstal så förutsätter uppförandet av specifikt bilfria boenden ett avsteg från nuvarande planeringspraktik. En slutsats som dras är därmed att det behövs en förändring på policynivå för att fler bilfria boenden ska möjliggöras framöver. Samtidigt som uppsatsen understryker att det finns ett fortsatt behov av vidare forskning så framhålls utifrån studien att bilfritt boende är en väg framåt för hållbar mobilitet. Det bilfria boende-konceptet utgör nämligen en stödjande struktur för minskad bilism, och genom projekt likt Ohboy utmanas dessutom de planeringsprocesser som fortsätter att reproducera bilens ohållbara plats i staden.

The aim of this thesis is to contribute to the knowledge about car free housing as a tool for sustainable mobility. When it comes to reducing the share of car journeys in the urban environment one of the main tools for local authorities to use is parking. In recent years, an increasing number of cities have begun to introduce flexible parking standards that enable a reduction of the parking requirements in housing developments. At present, however, there is a lack of knowledge both regarding the planning conditions for such a practice and regarding the outcome of housing development where few or no parking lots have been built. Based on this lack of knowledge, there is a need to follow up completed housing projects. In this thesis a case study is being conducted of Cykelhuset Ohboy, a pilot project for car free housing. In this project the developer has been allowed to build completely without car parking in exchange for mobility actions.

Based on a questionnaire and interviews with the residents of Ohboy, it is emphasized how the absence of car parking and access to mobility actions together constitute a supporting structure for sustainable mobility choices. Based on interviews with Malmö Stad and the developer Hauschild+Siegel, the planning process behind this pilot project is also studied. From an analysis of the planning process it is stated that, even though both local authorities and developers have an interest in reduced parking requirements, the development of car free housing requires a departure from the current planning practice. From this, the conclusion is drawn that a change is needed at the policy level to create a planning process that enables the development of more car free housing projects in the future. While this thesis stresses that there is need for further research, the study also emphasizes that car free housing is a way forward for sustainable mobility. Seeing as the concept of car free housing is a supportive structure for reduced car dependency, and projects like Ohboy challenge the planning processes that otherwise continue to reproduce the car's unsustainable space in the city.
