Abstract

Studiens syfte är att utreda hur de egenskaper, som kännetecknar Swedish Meats
förtroendemannaorganisation, påverkar företagets framgång i termer av volym- och
medlemsutveckling. Denna utvärdering görs genom en jämförelse med Danish Crowns
förtroendemannaorganisation. Danish Crown har rönt stora framgångar och är världens största
köttexportör medan Swedish Meats har haft svårt att visa positiva resultat.

Studien bygger på två teorier, nämligen situationssynsättet och agentteori. Med dessa teorier
som grund formuleras ett antal hypoteser, från vilka frågor härleds till den intervjuguide som
används vid intervjuerna.

Det empiriska materialet samlas in genom kvalitativa, personliga intervjuer med åtta
förtroendevalda i Swedish Meats och fem i Danish Crown. I Swedish Meats intervjuas
ordförande i styrelsen, två styrelseledamöter, ordförande i förvaltningsrådet samt fyra
regionrådsordföranden. I Danish Crown intervjuas tre styrelseledamöter och två
representantskapsmedlemmar.

Av intervjuerna framgår att flera av Swedish Meats förtroendevalda är missnöjda med
förtroendemannaorganisationens uppbyggnad idag. De anser att regionråden och
förvaltningsrådet skall tas bort för att organisationen ska bli flexiblare gentemot omvärlden.
Trots detta har förtroendemannaorganisationen flera egenskaper, som kännetecknar en
flexibel organisation mera än en rigid. Egenskaper som visar på flexibilitet är att i
organisationen finns en myckenhet av både vertikala och horisontella relationer, och
förtroendevalda arbetar i en typ av nätverk. Förtroendeva lda är inte begränsade i sin
handlingsfrihet, utan det är upp till personen själv att bestämma vad som skall göras.
Arbetsuppgifterna anpassas efter hand, och förtroendevalda arbetar med aktuella frågor.
Informationskanalerna är till största del informella, och förtroendevalda tycker det är enkelt
att kommunicera med alla i organisationen. Förtroendevalda anser att det är viktigare att se till
verksamhetens övergripande mål än att vara lojal mot överordnade. Auktoritet i
organisationen grundas till största del på kunskap och inte formell position även om det finns
undantag.

Mycket av kommentarerna från de intervjuade handlar om att det är de förtroendevalda som
gör organisationen till vad den är och att det inte är organisationens uppbyggnad som är
problemet. En förtroendevald i Swedish Meats säger att organisationens uppbyggnad inte har
satt käppar i hjulet för något utan det som hindrar är förtroendevalda som inte mäktar med
sina uppgifter, dvs fel man på fel plats. En annan säger att enskilda regionrådsmedlemmar inte
förstår hur hårt pressat företaget är idag och att styrelsen skulle ha budgeterat mer på
utbildning och information. I Danish Crown satsas det mycket på utbildning av de
förtroendevalda samt att de skall förses med rätt information för att ge underlag till en god
diskussion som sedan skall leda till ett snabbt och bra beslut.

En intervjuad i Swedish Meats säger att tack vare Swedish Meats tunga historia tar besluten
tid och förtroendemannaorganisationen är inte tillräckligt snabbfotad. Förtroendevalda är vana
att arbeta på ett sätt som tar tid. En annan intervjuad lägger inte skulden på organisationen
utan säger att det handlar om att alla medarbetare skall vara på rätt spår, men att man inte är
där ännu. Vidare tycker några i Swedish Meats att det kommer in alltför få nya
förtroendevalda i organisationen med nytt tänkande.

Swedish Meats was established in 1999 and is one of two Swedish meat cooperatives. The
firm’s turnover in 2003 was nine billion Swedish crowns, and the firm slaughtered two
millions of pigs. The firm has had problems to present positive results since it was founded.
Danish Crown, a Danish meat cooperative, has reached great success and is the world’s
biggest meat exporter. Danish Crown had a turnover in 2003 of 40 billion Danish crowns and
slaughtered 20 millions of pigs.
The purpose of this study is to assess whether the attributes, that characterize Swedish Meats’
organization of elected representatives, affect the firm’s success in terms of volume- and
membership development. This evaluation is done through a comparison with Danish
Crown’s organization of elected representatives. The study is based upon two theories;
contingency theory and agency theory. These two form the basis for a number of hypotheses,
from which questions are derived for an interview guide. The empirical material is collected
through qualitative and personal interviews with eight elected representatives in Swedish
Meats and five in Danish Crown.
Many of the Swedish elected representatives are dissatisfied with the organizational structure.
They say the organization should remove one echelon in the hierarchy, thereby creating a
more flexible organization. Nevertheless, the organization of elected representatives has many
qualities, which no rmally characterize a flexible (“organic”) organization rather than a stable
(“mechanistic”) one. Examples of such are that there are both vertical and horizontal relations,
and the representatives work in networks. Elected representatives are not limited in their freedom of action – it is up to the persons themselves to decide what to do. The particulars
supplied by employer is adapted continuously, and elected representatives work with current
issues. The information channels are mainly informal, and the elected representatives find it
easy to communicate with everyone in the organization. The representatives do their best to
follow the overriding goal of the firm. They do not feel subordinate to the management.
Authority in the organization is based on knowledge rather than formal positions, even if there
are exceptions.
Many interviewees say that the organization is what it is because of the organizational
members – the organizational structure is not the problem. The organizational structure has
not impeded anything, one person claims; the problem is that the representatives do not fulfill
their task properly, i.e. the wrong person at the wrong place. It is claimed that many
representatives do not understand the seriousness of the firm’s present position, and the board
of directors allocates too little money to education and information. Danish Crown focuses a
lot on education of the representatives. It considers it important to supply them with proper
information to give a basis for good discussions, which foster quicker and better decisions.
Swedish Meat’s burdensome history is claimed to be the reason for the lengthy decisionmaking.
The organization of elected representatives is not swift enough. The representatives
are used to work in a way that takes a long time. One interviewee says that all the colleagues
must be on the right track, but they just have not yet reached that point. Swedish Meats has
too few representatives, which are recently appointed and which have a modern, business-like
way of thinking. Members with such qualities do not have incentives to involve themselves in
governance of the cooperative.
