Abstract

Övergödning på grund av mänskliga utsläpp av närsalter, främst kväve och fosfor är ett av de allvarligaste miljöproblemen i Östersjön. Blåmusslor lever av att filtrera växtplankton från vattnet och binder därigenom kväve och fosfor. På så sätt bidrar de till att minska övergödningen när de skördas. På den svenska västkusten används redan musselodlingar som reningsåtgärd för att motverka övergödningen. Det har också konstaterats att med den tillväxttakt som råder på västkusten är musselodlingar under vissa förutsättningar en kostnadseffektiv reningsåtgärd. Osäkerheten är emellertid stor kring hur effektiva musselodlingar kan vara som reningsåtgärd i Östersjön. Detta beror på att Östersjöns lägre salthalt inverkar negativt på musslornas tillväxttakt.

Syftet med denna uppsats är att undersöka värdet av att inkludera musselodlingar som reningsåtgärd i en kostnadseffektiv rening av kväve och fosfor från Östersjön, samt att klargöra under vilka förhållanden som musselodlingar kan utgöra ett kostnadseffektivt sätt att rena kväve och fosfor från Östersjön. I dagsläget existerar inga kostnadsberäkningar för att rena kväve och fosfor från Östersjön med hjälp av musselodlingar. Marginalkostnadsberäkningar för att rena kväve och fosfor med hjälp av musselodlingar utförs därför för fyra delområden av Östersjön (Kattegatt, Öresundsområdet, södra egentliga Östersjön och norra egentliga Östersjön). Dessa marginalkostnadsberäkningar används sedan i en GAMS-modell (akronymen står för General Algebraic Modeling System) för kostnadseffektiv rening av kväve och fosfor från Östersjön, utvecklad av Ing-Marie Gren, vid institutionen för ekonomi, SLU, Uppsala. Genom simuleringar i denna GAMS-modell kan värdet av att inkludera musselodlingar som reningsåtgärd i en kostnadseffektiv rening av kväve och fosfor från Östersjön fastsällas. Det fastställs även under vilka förutsättningar som musselodlingar inkluderas i en kostnadseffektiv rening av kväve och fosfor från Östersjön.

Resultaten visar att värdet av att använda musselodlingar som reningsåtgärd för att minska koncentrationen av kväve och fosfor från Östersjön beror på en rad faktorer av biologisk, ekonomisk och teknisk karaktär. Då det råder stor osäkerhet för flera av dessa faktorer måste de resultat som presenteras beaktas med nykter försiktighet. Det kan likväl konstateras att värdet av musselodlingar som reningsåtgärd är som störst då målet är en simultan rening av både kväve och fosfor. Det konstateras också att potentialen för att använda musselodlingar som reningsåtgärd är som störst i Kattegatt och som minst i norra egentliga Östersjön. Detta beror på att salthalten i Östersjön, som är positivt korrelerad med tillväxthastigheten hos musslorna avtar i nord-östlig riktning.

Damage from eutrophication, due to human activities is one of the most serious problems
facing the Baltic Sea. Blue mussels feed by filtering plankton from the sea water and can
thereby convert nutrients (nitrogen and phosphorous) into mussel meat. If the mussels are
harvested and permanently removed from the sea they can function as a way to combat
eutrophication. On the Swedish vest coast blue mussel farms are already used as a measure to
remove nitrogen from the sea water. It has also been proven that blue mussel sea farming can
be a cost effective way to remove nitrogen on the Swedish vest coast (under certain
conditions). Nonetheless it remains rather uncertain how effective blue mussel sea farming
can be as a measure to remove nitrogen and phosphorous from the Baltic Sea. This
uncertainty originates from the fact that the Baltic Sea has brackish water which affects the
growth rate of the blue mussels negatively.
The purpose of this thesis is to investigate what the value is of including blue mussel sea
farming as a measure to remove nitrogen and phosphorous from the Baltic Sea, under the
condition that the nutrient reductions is conducted in a cost effective way. The purpose is also
to investigate under what conditions blue mussel sea farming can be a cost effective measure
to remove nitrogen and phosphorous from the Baltic Sea. Today there exist no cost
calculations for using blue mussels as a measure to remove nitrogen and phosphorous from
the Baltic Sea. Therefore marginal cost calculations are carried out for four different areas of
the Baltic Sea (Kattegat, Öresund, south Baltic proper and north Baltic proper). These
marginal cost calculations are then used in a GAMS- model (the acronym stands for General
Algebraic Modeling System) for cost effective nutrient reductions to the Baltic Sea,
developed by Ing-Marie Gren at the Swedish University of Agricultural Science in Uppsala,
Sweden. Through simulations in the GAMS-model the value of using blue mussel sea farming
is established, it is also established under what conditions blue mussels can be a cost effective
measure for removing nitrogen and phosphorous from the Baltic sea.
The results show that the value of using blue mussel sea farming as a way to reduce the
concentration of nitrogen and phosphorous in the Baltic Sea depend on a lot of different
factors of biological, economic and technical nature. Because of extensive uncertainty
regarding several of these factors the results should be treated with caution. Nonetheless it can
be established that the value of using blue mussel farms as a measure to reduce nutrients to the Baltic Sea is at its greatest when the goal is to conduct simultaneous reductions of both
nitrogen and phosphorous. It is also established that the potential for using blue mussel sea
farming as a measure to remove nitrogen and phosphorous is greatest in Kattegat and smallest
in the north Baltic proper. This is because the saltiness of the Baltic Sea, which is positively
correlated with the growth rate of the mussels, decreases towards the north-east.
