Abstract

Mat och matproduktion är centralt i vårt samhälle, inte minst på den skånska landsbygden.
Livsmedelsnäringen bidrar till samhällsnyttan inte bara genom att producera mat, utan också
genom att skapa arbetstillfällen, hålla landskapet öppet, bidra till den biologiska mångfalden
och den är helt central när det gäller att upprätthålla en levande landsbygd. Nästan 160
miljoner av medlen från landsbygdsprogrammet som delats ut i Sverige gick till matsatsningar
i Skåne fördelat på Leader projektstöd, projektstöd och företagsstöd. Jag har kartlagt
matsatsningarna i Skåne på uppdrag av Länsstyrelsen i Skåne för att få en övergripande bild
av programperioden 2007-2013 och hur satsningarna på mat fördelat sig.
När det gäller livsmedelsproduktion kan man säga att landsbygdsprogrammet har två inriktningar.
Det ena inriktar sig på mervärden så som småskalighet, ekologisk produktion, traditionella
metoder och turism. Den andra inriktar sig på den rationella storskaliga produktionen
som ska bli effektivare, rationellare och modernare.
I min diskussion av matsatsningarnas effekt har jag tagit som utgångspunkter dels frågan om
vad programmet uttalat vill uppnå och dels frågan om vilken bild programmet skapar av
svensk landsbygd. Programmet är ett åtgärdsprogram och för att åtgärderna ska vara relevanta
måste de trycka på bristerna som stöden ska fylla. Landsbygden så som den framträder
genom programmets skrivningar, saknar bl.a. hållbar tillväxt och en fungerande livsmedelsproduktion.
I dagens samhälle är staden norm och det är dess företagsamhet och livsstil som
är normerande för hela vårt samhälle.
Diversifiering läggs fram som en nyhet. Men diversifiering eller mångsyssleri är inget nytt
på landsbygden. Landsbygdsprogrammet trycker på att företagande, miljöintegrerade produktionsmetoder,
lokalt entreprenörskap och utvecklingsarbete ska uppmuntras. Bara genom
att titta på ansökningarna som kommit in, syns landsbygdens komplexitet. Det finns
emellertid många likheter och vissa idéer som slår igenom. Det kan till exempel bero på att
stöden är utformade på ett visst sätt eller på att en del idéer uppmuntras mer än andra. Det
är bra att det finns många olika sorters stöd, för då täcks fler landsbygdsaktörer in.
Stöd är styrning och både piska och morot. I och med att stöden inte styr landsbygdsborna
direkt så som förbud eller regler skulle ha gjort, är det inte heller säkert att utfallet blir det
som politiken avsett.
Något som efterlyses är god kommunikation mellan aktörerna. Genom att ha ett öra mot
marken och ett gott och flexibelt samtal mellan myndigheter och de sökande kan effektiviteteten
och förtroendet dem emellan öka.

Food and food production is central to our society, not the least in the countryside of Skåne.
The food production benefits society not only by producing food, but also by creating jobs,
keeping the landscape open, contributing to biodiversity and it is absolutely crucial when it
comes to maintaining a living countryside. Nearly 160 million of EU funds distributed in
Sweden went into food research in Skåne divided between different support systems; Leader
project support, project support and business support. I have researched food production in
Skåne on behalf of the County Administrative Board of Skåne to get an overall picture of
the 2007-2013 program period, and how investments of food were divided.
When it comes to food, one can say that the Rural Development Program (Landsbygdsprogrammet)
has two branches. One focuses on added value such as small-scale, organic production
with traditional methods and tourism. The second focus is on the rational large-scale
production that is more efficient, mass produced and highly efficient. There seems to be no
middle position, whether it is small or large, traditional or high volume/low cost production.
In my discussion on the food research effect, I have as a base, started with the question of
what the program explicitly wants to achieve, and the question what effects it will have on
the image of the Swedish countryside. The countryside as it emerges through the program
descriptions is lacking among other things sustainable growth in the food production. In
today's society, the city is the norm and it is entrepreneurial spirit and lifestyle is reflecting
on the norm on our whole society.
Diversification is presented as a novelty. But diversification or versatility is nothing new out
in the countryside, it has characterized it since way back in time. LBP emphasizes on entrepreneurship
and environment integrated production methods, local entrepreneurship and development
should be encouraged. Just by looking at the applications received, it shows the
complexity of the countryside. However, there are many similarities and some ideas that will
emerge. It may for example be if the support systems are formed in a certain way or that
some ideas are encouraged more than others. It is good that there are many different kinds
of support systems, because it involves more rural actors.
Support systems are guiding with both “sticks and carrots”. The aid does not control rural
residents directly as a prohibition or regulation would have done, on the other hand is it not
certain that the outcome will be what the policy intended to be.
Something called for is good communication between the players. By keeping an “ear to the
ground” for a good and frequent communication between authorities and applicants, trust
will effectively increase between them.
