Abstract

Arbetet syftar till att undersöka vad den offentliga upphandlingen har för betydelse för
den enskilda nötköttsproducenten. För att besvara frågeställningen har det genomförts en
kvalitativ intervjustudie med totalt sju stycken informanter från producent- och
branschsektorn.
Arbetet inleds med en litteraturgenomgång. I den beskrivs Lagen om offentlig
upphandling (LOU) och vilka som är skyldiga att följa den vid upphandling. Lagens
syfte och dess fem basala grundprinciper diskuteras och tydliggörs. Vidare presenteras
Upphandlingsmyndigheten – den myndighet som har regeringens uppdrag att verka för
en rättssäker, effektiv och hållbar upphandling till nytta för medborgarna och
näringslivets utveckling. Området livsmedel diskuteras med fokus på
produktundergruppen nötkött. De kriterier som premierar svensk nötköttsproduktion
presenteras samt hur upphandlande myndigheter kan formulera sig för att följa uppsatta
klimat- och miljömål.
Resultatet av intervjustudien visar på att ett stort engagemang och intresse från både
producent och offentlig sektor är det som lägger grunden för möjligheten till att lägga
anbud. Både producenter och branschen ser en ökad positiv samhällsdebatt kring
offentlig upphandling. En tidig dialog där producenten måste synliggöra sin produktion
och där offentlig sektor lägger fram tydliga krav på vad som skall upphandlas är mycket
viktig. Att vinna ett anbud är en symbolfråga för den enskilda producenten och svenskt
lantbruk samt att det ger en tryggare ekonomisk situation, bidrar till fortsatt produktion och bevarandet av öppna landskap.

The purpose of this report is to study the mean of public procurement for individual
cattle breeders. To answer the question a qualitative interview study with a total of seven
informants from the producer sector and business line has been carried out.
The report begins with a bibliographic study with focus on two parts. At first the law of
Public Procurement is presented along with those who are bound in law to follow it. The
purpose of the law and the five fundamental principles are discussed and clarified. In the
second part The National Agency of Public Procurement is presented. Their task is to
have an overall responsibility for developing and supporting the procurement carried out
by the contracting authorities and entities with a primary focus on effective, socially and
environmentally sustainable public procurement to the benefit of the society and the
participants in the market. The area provisions are discussed with focus on live stock
meat and the criteria that encourages live stock meat produced in Sweden are presented
along with how the authorities that are bound in law to use public procurement can
proceed in order to live up to placed climate and environmentally sustainable goals.
The results from the interview study show that strong commitment and interest from
both the producer and the public sector is the base and first opportunity to tender an
offer. Both producers and the business line see an increasing positive public debate
around public procurement. An early dialogue where the cattle breeder must display his
production and where the public sector lays out distinct demands is crucial. Winning a
contract in public procurement is a symbolic question for both the individual cattle
breeder and the rest of the Swedish agriculture. Besides this it gives also a much more
secure economic situation, contributes to continuous production and the preservation of
open landscapes.
