Abstract

Havslevande organismer är en viktig födokälla för världens befolkning. Destruktiva fiskemetoder, ohållbar beståndsexploatering och skador på habitat utgör hot mot världens marina ekosystem. Enartsmodeller för säker exploatering av bestånd har visat sig vara otillräckliga i arbetet med de problem fiskförvaltning står inför. Ekosystembaserad fiskförvaltning (EBFF) presenteras som en platsbaserad metod för att bevara hållbara, produktiva, stabila och resilienta ekosystem. EBFF omfattar ekologiska, ekonomiska och sociala faktorer i förvaltningen.
Projekt 8-fjordar är ett samarbete mellan Kungälv, Orust, Stenungsund, Tjörn och Uddevalla kommun för att förvalta fjordarna öster om Orust och Tjörn på Sveriges västkust. Frågeställningen för arbetet är att bedöma om arbetet i 8-fjordar kan klassas som EBFF. Genom en litteraturstudie samt besök i området har dels information och kriterier för EBFF och dels dokumentation av 8-fjordars verksamhet sammanställts.
Bedömningen av i vilken mån förvaltningsarbetet uppfyller kriterierna för EBFF visade att 8-fjordar uppfyller 4 kriterier i liten eller ingen utsträckning, 11 kriterier i viss utsträckning och 12 kriterier i stor eller mycket stor utsträckning. I samråd med förvaltningen i 8-fjordar har även förslag på ekologiska och socioekonomiska indikatorer för ekosystemets status tagits fram.
Utvecklingen av projekt 8-fjordar bedöms vara en form av passiv implementering av EBFF-principer då arbetet ej startats upp enligt metod för implementering av EBFF. 8-fjordar bedöms dock helt uppfylla de tre övergripande kriterierna för EBFF då målbilden är att arbeta för ett hållbart och resilient ekosystem inkluderandes människan. Förvaltningen inkluderar intressenter i förvaltningsarbetet, erkänner deras olika mål samt att målen är kopplade till varandra. 8-fjordar bedöms inte uppfylla de kriterier som berör adaptiv förvaltning och utvärdering, åskådliggörande av ekosystemets komplexitet genom modeller, användning av konceptet ekosystemtjänster samt indikatorer för ekosystemets status. Diskussionen kring i vilken omfattning förvaltningsformen uppfyller kriterierna för EBFF samt förslagen på indikatorer i denna uppsats syftar till att visa på utvecklingsmöjligheter för 8-fjordar.

Marine organisms serve as an important food source for the world's population. Destructive methods of fishing, exploitation of populations at an unsustainable level and damage to habitats pose risks to the marine ecosystems of the world. Single species models for safe exploitation of populations have proven to be insufficient when addressing the challenges fisheries management stands before. Ecosystem Based Fisheries Management (EBFM) is presented as a place-based method for preserving sustainable, stable and resilient ecosystems. EBFM takes in consideration ecological, economic and social aspects of fisheries management.
The 8-fjords project brings together the municipalities of Kungälv, Orust, Stenungsund, Tjörn and Uddevalla in a co-management of the fjords east of Orust and Tjörn at the Swedish west coast. The problem definition for this thesis is to assess whether the undertakings of 8-fjords can be considered EBFM. Through a literature review combined with a visit in the area information and criteria for EBFM, as well as documentation of the work in 8-fjords, the basis for the assessment was compiled.
The assessment of to which extent the management actions meets the criteria of EBFM showed that 8-fjords meets 4 criteria to a small extent or not at all, 11 criteria to some extent and 12 criteria to a large or very large extent. In consultation with the management of 8-fjords a table of suggestions for ecological and socio-economic indicators has been created.
The development of 8-fjords is considered a passive method of implementation of EBFM-principles since the work has not proceeded according to a method for EBFF implementation. The 8-fjords project is considered to meet the three general criteria for EBFF to a full extent since the project strives towards a sustainable and resilient ecosystem which includes humans. The management includes stakeholders in its work and recognizes different goals and their connections. 8-fjords is not considered meeting the criteria for adaptive management and evaluation or visualization of the complexity of the ecosystem by the use of models. Neither does the management use the concept of ecosystem services and goods or indices for assessing the status of the ecosystem. The discussion about to what extent the management of 8-fjords meet the criteria for EBFF as well as the suggestions for indices in this thesis aims to present opportunities for development of the 8-fjords project.
