Abstract

Transportsystemet i sin helhet ska betraktas i ett samhällsbyggnadsperspektiv. Infrastruktur
ger förutsättningarna för markanvändning och bebyggelseutveckling.
Genom en samordnad planering tillsammans med kommuner och andra planeringsorgan
finns förutsättningar att hitta lösningar som gynnar en hållbar samhällsutveckling
och som följer de transportpolitiska målen. Trafikverket, SKL och Boverket
har gemensamt tagit fram ett arbetssätt, kallad Åtgärdsvalsstudie (ÅVS), att
använda i tidig planering innan åtgärd har valts. Studien ska vara förutsättningslös
och valet av åtgärder handlar om att lösa problem och tillgodose behov. I arbetssättet
ingår ett samarbete med andra berörda aktörer.
Enligt landskapskonventionen (ELC) ska landskapet ses som en gemensam resurs
och i samband med planering och förvaltning lägger ELC stor vikt vid den
demokratiska aspekten. Ett annat av ELC:s syften är också att utveckla en helhetssyn
på landskapet, som kan leda till en hållbar förvaltning av detta. I Trafikverkets
handledning för ÅVS inbegrips idag inte landskapsfrågorna. Däremot skapas i
ÅVS:en ett bra sammanhang för dialog kring planering och förvaltning.
Ett sätt att hantera de fysiska landskapsförutsättningarna i ett helhetsperspektiv är
att använda landskapskaraktäriseringsanalys (LKA). I Trafikverkets forskningsprojekt
Landskap i Långsiktig Planering (LiLP) gjordes en regional LKA över Västra
Götaland, vilken med fördjupning och anpassning utgjorde underlag för tre ÅVS:er:
Kinnekullebanan, Västra Stambanan och väg 190. Dessa ÅVS:er har utvärderats
utifrån frågeställningen: Bidrar landskapskaraktärsanalys som underlag och arbetsmetod
i ÅVS:er till mer hållbara och samhällsekonomiskt effektiva lösningar som
uppfyller transportpolitikens hänsynsmål och den europeiska landskapskonventionen?
En jämförelse har också gjorts mellan dessa och två ÅVS:er som inte haft ett
sådant underlag: Mittstråket och väg 225.
Utvärderingen, som gjordes genom instudering och intervjuer, har angett att det
som skiljer ut de studerade ÅVS:erna som haft en LKA som underlag är framför allt
att landskapsfrågorna och hänsynsmålet har beaktats på ett eller annat sätt, vilket
inte gäller jämförelsestudierna. Hur det påverkat ÅVS-processen har däremot varierat.
LKA som underlag bidrar inte automatiskt till mer hållbara och samhällsekonomiskt
effektiva lösningar. Ett bra landskapsunderlag är en förutsättning, men det
är hur kunskapen och kompetensen tas till vara i ÅVS-processen som är avgörande.
I samband med revideringen av handledningen bör dessa frågor som gäller landskapet
komma fram tydligare och i rätt skede.

The transportation system as a whole has to be regarded from an urban and landscape
planning perspective. Infrastructure provides the preconditions for land use
and urban development. By coordinating planning between municipalities and other
planning bodies possibilities can be created for finding solutions that promote the
development of a sustainable society in line with the political targets for transportation
and infrastructure. The Swedish Transport Administration (Trafikverket), the
Swedish Association of Local Authorities and Regions (Sveriges kommuner och
landsting) and the National Board of Housing, Building and Planning (Boverket)
have jointly developed a working method for Evaluation of Strategic Choice of
Measures (Ågärdsvalstudie, ÅVS) to be used in early planning stages before any
directional decisions have been taken. ÅVS are performed without preconceptions
and in the choice of measures the focus lies on solving problems and to satisfy
needs. In this working method cooperation with other concerned parties is included.
According to the “European Landscape Convention” (ELC) the landscape shall
be seen as a common resource and in the context of planning and maintenance the
ELC strongly emphasizes the democratic aspect. Another purpose of ELC is to
develop a holistic view on the landscape to obtain a sustainable maintenance situation.
In the guidelines for ÅVS the landscape aspects are not included. However by
using the ÅVS a good basis for dialogue about planning and maintenance is created.
One way to handle the preconditions of the physical landscape in a holistic way
is to use a Landscape Characterization Assessment (LCA). In the research project
"Landscape in long term planning" conducted by the Swedish Transport Administration,
a regional LCA was made of the county of Västra Götaland. Together
with in-depth studies and adaptations this LCA was used for three ÅVS, two railways,
Kinnekullebanan and Västra Stambanan and road 190. The studies are evaluated
from the basic research question: Does LCA as background and working
method contribute to more sustainable and economic solutions that meet the
transport and infrastructure policy for environmental consideration and the ELC? A
comparison has also been made with other ÅVS without a preceding LCA,
Mittstråket and the road 225. The evaluation, which was done through studies of
planning material and interviews found that in the ÅVS, which used the LCA as
background, the policy for environmental consideration and aspects of landscape
was more considered. How the ÅVS-process was influenced has however varied.
LCA as basis does not automatically lead to more sustainable and economically
efficient solutions. A comprehensive landscape assessment is essential, but how the
knowledge and competence is used in the process is vital. When revising the guidelines
for ÅVS aspects concerning landscape should be emphasized more and should
be placed in the correct planning phase.
