Abstract

Jordens klimat håller på att förändras vilket skapar många utmaningar för
samhället. Bland annat talas det mycket om de stigande havsnivåerna och hur dessa
kan komma att påverka våra kustsamhällen. Klimatanpassning blir således allt mer
viktigt att integrera i samhällsplaneringen. En del av klimatanpassningen handlar
om att införa åtgärder för att skydda mot stigande havsnivåer och den ökade
kusterosion och vanligare förekommande översvämningar som en högre havsnivå
medför. Traditionellt sett har ofta murar, vallar, hövder, vågbrytare och andra
hårdgjorda skydd använts och gör det till viss del även idag. Men mycket tyder på
att dessa lösningar inte är särskilt hållbara ekonomiskt och ekologiskt.
Ett begrepp som de senaste åren har fått ökad uppmärksamhet internationellt är
ekosystembaserad anpassning. Ekosystembaserade anpassningsåtgärder jämförs
ofta som mer gröna alternativ till de hårda skydden. De ämnar att utnyttja
naturliga processer och ekosystemtjänster för att bidra till resiliens mot negativa
effekter av klimatförändringar. Det finns nämligen ekosystemtjänster som har
reglerande förmågor mot exempelvis erosion och översvämningar. I kustmiljö
kan ekosystembaserad anpassning handla om att främja naturliga ekosystem
såsom sanddyner, rev, strandvegetation och våtmarker. Dessa framställs bland
annat kunna dämpa de krafter som leder till erosion och ackumulera sand för att
bilda barriärer mot havet. Dessutom anses ekosystembaserad anpassning kunna
bidra till multifunktionalitet genom att åtgärderna dessutom skapar attraktiva
rekreationsmöjligheter, gynnar biologisk mångfald och främjar exempelvis fiskenäring.
Än så länge verkar dock erfarenheten om ekosystembaserad anpassning vara låg, framförallt i Sverige. Vad själva begreppet ekosystembaserad anpassning egentligen innebär tycks också vara otydligt, kanske på grund av den låga erfarenheten. Därför ämnar denna uppsats att undersöka vidare vad ekosystembaserad anpassning egentligen innebär samt vilka barriärer och möjligheter som kan förekomma vid tillämning i kustmiljöer Sverige. Syftet är att diskutera ekosystembaserad anpassning utifrån ett hållbarhetsperspektiv, där bland annat multifunktionalitet anses viktig för att kunna tillgodose samhällets ökade viljor och behov.
Uppsaten baseras på litteraturstudier och intervjuer med personer från svenska kommuner och myndigheter som arbetar med klimatanpassning. Bland annat har det identifierats en viss kritik av begreppet och skilda åsikter om vad som egentligen kan klassificeras som ekosystembaserad anpassning.
Dessutom problematiseras den praktiska tillämpningen av ekosystembaserade anpassningsåtgärder av barriärer kopplade till bland annat politik, juridik, intressekonflikter och kunskap.

The climate on the Earth is changing and this creates challenges for the society.
For example we speak of the rising sea levels and how these are going to affect
our coastal communities. Thereby is adaptation to climate change becoming
increasingly important to integrate in the development of the society. One part of
climate change adaptation considers implementing actions to protect against rising
sea levels and the increased coastal erosion and more frequent flooding events a
higher sea level results in. Traditionally, sea walls, dikes, groynes, and breakwaters
and other hard protections have been used and are also used to some extent today.
However, much indicates that these solutions are not so sustainable from an
economic and ecological perspective.
A concept that has got increasingly amounts of attention internationally the last
years is ecosystem-based adaptation. Ecosystem-based adaptation actions are
often seen as more green alternatives compared to the hard protections. They
aim to make use of natural processes and ecosystem services in order to create a
higher resilience towards negative effects of climate change. There are ecosystem
services that have a regulating effect on for example erosion and flooding. In
coastal environments ecosystem-based adaptation can include support of natural
ecosystems like sand dunes, reefs, shore vegetation and wetlands. These are
thought to for example decrease erosion and accumulate sand in order to create
barriers towards the sea. Furthermore, ecosystem-based adaptation actions
are believed to contribute to multi-functionality since by creating attractive
recreational environments, promoting biodiversity and supporting fishing to name
some examples.
However, so far the experience of ecosystem-based adaptation seems to be
low, especially in Sweden. Also the actual meaning of the concept ecosystembased
adaptation seems to be unclear, maybe as a consequence of the low
experience. Therefore this thesis aims to investigate further the actual meaning of
ecosystem-based adaptation and what barriers and opportunities there are for the
implementation of these actions in coastal environments in Sweden. The purpose
is to discuss ecosystem-based adaptation from a sustainability perspective, where
multi-functionality among other thing is considered being important to be able to
meet the increasing amounts of needs and wills in the society.
The thesis is based on studies of literature and interviews with persons from
Swedish municipalities and agencies who work with climate change adaptation.
Among other things, critique towards the word ecosystem-based adaptation and
divergent opinions of what actions could be viewed as ecosystem-based have
been identified. Furthermore the practical implementation of ecosystem-based
adaptation actions are problematized due to barriers connected to for example
politics, laws, conflicts of interests and knowledge.
