Abstract

Planerare har stor del i att utforma det offentliga rummet i dagens städer, och yrkeskåren är långt ifrån representativ när det gäller variation av ursprung och social grupptillhörighet. Det här arbetet behandlar därför involveringen av stadens invånare genom medborgardialog. Målet med uppsatsen är att problematisera tänkandet kring medborgardialog och ifrågasätta planerarens ansvar utifrån ett demokratiskt perspektiv. Syftet är att uppsatsen skall fungera som ett personligt utvecklande underlag för fortsatt diskussion kring medborgardialog med fokus på exkludering av vissa grupper av människor, i det här fallet personer med invandrarbakgrund.
Uppsatsens första del är inventerande och ligger till grund för de resterande delarna genom att berätta om vad regelverk och styrdokument säger om medborgardialog. Den andra delen tar upp medborgardialogens kritiska aspekter utifrån ett mer generellt synsätt. Tredje delen behandlar utanförskapsperspektivet genom integration i relation till medborgardialog. Den fjärde och sista delen av uppsatsen bidrar med ytterligare ett perspektiv då den berör de tidigare delarna genom samtal med yrkesverksamma planerare. Begreppets omfattning och komplexitet ledde till en diskuterande uppsats kring medborgardialog snarare än förvärvande av konkreta svar på ställda frågeställningar.
I uppsatsen förklaras att medborgardialog innebär att via samtal mellan planerare och invånare bidra till ett mer verklighetsförankrat underlag till stadsplaneringen. Underlaget bör bestå av sammanvägd information från både planerare och invånare och deras respektive kunskaper ska tillsammans bilda ett starkare slutresultat. Det är viktigt att underlag för stadsplanering är skapat av en relevant och representativ målgrupp, och eftersom detta inte uppkommer av sig själv krävs reflektion kring vems röst som ska få höras i medborgardialogen. Det innebär en ständig avvägning och resulterar i att det inte går att vara hundra procent demokratisk när det gäller stadsplanering.
Medborgarinflytande bör ses som en demokratisk rättighet, och för att kunna behandla människor lika gällande medborgardialogen kan lösningen ligga i att uppmärksamma och ta hänsyn till människors olikheter. Delaktighet i stadens utformning är en typ av integration, och etnicitet kan vara en viktig faktor till hur landskap uppfattas och används och bör därför uppmärksammas i utformandet av stadens gemensamma ytor. Då det är planeraren som styr vem som ska få höras bör det rimligtvis vara där ansvaret ligger.

Planners play a great part in designing the public space in today's cities and the profession is far from representative when it comes to variety of origins and social group affiliations. Taking that into consideration, this thesis deals with the involvement of the city’s residents through civil dialogue. The goal of this paper is to criticize the thinking about civil dialogue and question the planner's responsibility from a democratic perspective. The aim is for the thesis to act as a personal developmental basis for further discussion of civil dialogue, with particular focus on the exclusion of certain groups of people, in this case, people with an immigrant background.
The first part of the thesis is factual and therefor becomes the foundation of the remaining parts by stating what the regulations and policy documents say about civil dialogue. The second part takes up critical aspects considering civil dialogue from a more general perspective. The third part examines the perspective of integration in relation to civil dialogue. The fourth part of the essay adds a final perspective to the first three through conversations with professional planners. The range and complexity of the concept amounts to a discursive essay on civil dialogue rather than acquiring specific answers to proposed questions.
The paper explains that the result of civil dialogue is that discussions between planners and residents contribute to a more realistic basis for planning. The substrate should consist of weighted information from both planners and residents, and their knowledge should together result in a stronger outcome. It’s important that the basis for urban design is created by a relevant and representative audience, and as this does not occur by itself it requires reflection about whose voice should be heard. It involves constant balance and results in that it might not be possible to be a hundred percent democratic in terms of urban planning.
Civil dialogue should be seen as a democratic right, and in order to treat people equally, the solution may be to pay attention to people's differences and take them into consideration. Participation in the city design is a form of integration, and ethnicity can be an important factor to how the landscape is perceived and used, and should therefore be addressed in the design of the city's public spaces. Since it’s the planner that controls who should be heard, reasonably that’s where the responsibility should be.
