Abstract

Gulrost, Puccinia striiformis, är förmodligen den allvarligaste svampsjukdomen för världens veteodling och det finns stor risk för betydande skördeförluster vid obehandlade angrepp. Under de senaste åren har gulrostproblematiken ökat i Sverige och strategier för att motverka svampen är ett ständigt pågående arbete. Gulrostsvampens genetiska diversitet ger möjlighet till att nya raser snabbt bildas. Sorter som är mindre känsliga för svampen i dagsläget kan bli mycket mottagliga inom en kort tid. Angreppsgraden har varierat mellan åren, med bland annat stora angrepp i södra Sverige 1990, vilket ledde till skördeförluster på över 50 % i känsliga sorter. En ny gulrostras, Kranich-rasen, uppträdde 2011 och gav starka angrepp i södra Sverige och östra Mellansverige upp till Gävle.
Uppsatsens syfte är att belysa vilka strategier berörda myndigheter och företag rekommenderar svenska lantbrukare att nyttja, för att på bästa och mest hållbara sätt bekämpa gulrost i vete, samt att ta reda på deras åsikter gällande gulrostproblematiken. Syftet är också att svara på: i vilken grad skiljer sig rekommendationerna och åsikterna från myndigheterna/företagen åt och vilka blir konsekvenserna av detta? Den kvalitativa metoden har använts i denna rapport, vilket innebär att en fördjupad inblick i informanternas åsikt kan erhållas. Intervjupersonen formulerar då själv svaren och bestämmer dess längd och innehåll. Berörda företag och myndigheter i Skåne län kontaktades och samtliga ställde upp på intervju.
Undersökningen visade att informanternas strategier skilde sig åt och att många av dessa inte är särskilt hållbara. Det var främst gällande dosnivåer, bekämpningströsklar och förebyggande åtgärder som uppfattningarna var olika. Alla som intervjuades framhöll betydelsen av tidpunkten i den kemiska bekämpningen. Samtliga ansåg också att sortvalet är signifikant för att minska risken för angrepp och att växtförädlingen är nyckeln till att skapa en hållbar gulrostbekämpning. Några informanter ansåg dock att sorten inte har stor betydelse utan att man istället bör göra behandlingar i alla sorter, vilket rimmar dåligt med IPM:s riktlinjer om hållbar bekämpning. Under intervjuerna framkom åsikter om orättvisor inom EU och att Sveriges Riksdag skapar en orimlig konkurrens för den svenska jordbruksnäringen. I och med att det inte finns särskilt många verktyg mot gulrost måste varje strategi utöver kemisk bekämpning tas med. Det går inte att se den kemiska behandlingen som det enda bekämpningssättet. Om bekämpningen fortsätter som i dagsläget kommer inte en hållbar utveckling kunna uppnås. För att gulrostproblematiken ska kunna lösas på bästa sätt måste hela näringen sträva mot samma mål. Kemikalieföretagen, rådgivningsföretagen, myndigheterna och växtförädlingen måste göra förändringar som ger hållbar kontroll och bekämpning av gulrost.

Yellow rust, Puccinia striiformis, is the most severe fungal disease in all wheat production worldwide. If left untreated, yellow rust infestations pose a serious risk for massive yield losses. During the last few years, the yellow rust problem has increased in Sweden, with continuing on going strategies and operations against the disease. The genetic diversity of yellow rust causes a rapid rise of new races. This leads to cultivars that are less susceptible to the fungus today losing their varietal resistance in a short period. The degree of infestation has been different historically. In 1990 there were severe yield losses of over 50% as a result of yellow rust in susceptible cultivars in Southern Sweden. The Kranich-race, a new yellow rust race that arrived in 2011, resulted in big infestations in Southern Götaland and up to the east side of Svealand.
The aim of this thesis is to illustrate the strategies recommended by authorities and companies to Swedish farmers, for use in the control of yellow rust. In addition, this thesis will identify the opinions of the authorities and the companies in regards to yellow rust in wheat, and answer the question: how different are the recommendations and opinions, and what consequences will this cause? Semi-structured research interview format has been used in this thesis. By asking open questions, the interviewee formulates the answer; thus he or she could freely decide the length and content of the response. Subsequently the most involved companies and authorities were contacted and all of those contacted were willing to be interviewed.
The survey shows that the strategies recommended by the informants differed, and that many of the strategies are not sustainable in the long term. The opinions differed in dose levels, control thresholds and in prevention actions. However, all informants mentioned the importance of timing in the chemical treatment. They also agreed that the choice of wheat cultivar is significant and that plant breeding is essential in obtaining sustainable control of yellow rust. However, some informants stated that the cultivar doesn’t have a huge importance, and that chemical treatments should be performed on all cultivars. This does not correlate with the guidelines produced by IPM on sustainable pest management. Throughout the interviews, opinions regarding unfair rules within the EU, as well as the role Swedish political rule has on unfair competitiveness for Swedish agriculture, were established. Due to the lack of tools against yellow rust, every non-chemical action must be added as an alternative control. It is not sustainable to utilise fungicides as the sole control of the disease. Nevertheless, it is significant that the whole agricultural sector strive towards identical aims, to be able to solve difficulties associated with yellow rust, and to create sustainable development. If chemical treatment proceeds as it is today, sustainability will be difficult to obtain. Chemical companies, consultant firms, governmental agencies and plant breeders have to implement changes that results in sustainable control and treatment against yellow rust.
