Abstract

Regeringen lanserade visionen om ”Sverige - det nya matlandet” 2008. En vision som verkar för god mat, upplevelser i världsklass och en levande landsbygd. För att visionen ska uppnås finns bland annat möjlighet för projekt att söka finansiellt stöd ur landsbygdsprogrammet. VicTualia ekonomisk förening har under tre år drivit projektet "Utveckling av Örebroregionens vicTualier" med finansiering genom projektstöd. Syftet med projektet var att utveckla Örebroregionen till att bli ett nationellt framstående måltidsområde. Föreningen vill värna lokal mattradition och matproduktion, samt främja medlemmars ekonomiska intressen. Projektet har förhållit sig till en omfattande projektplan med regelbundna uppföljningar, för att kunna få det finansiella stödet utbetalt. Den här uppsatsens syfte är att utreda hur vicTualia ekonomisk förening har påverkats av planering genom den skrivna projektplanen, samt om driften som projektform har påverkat resultatet.

Utifrån teori gällande planering, affärsplaner och projektdrift analyseras vicTualia ekonomisk förening genom en fallstudie. Semistrukturerade intervjuer har utförts med personer med olika kopplingar till projektet. Dokumentation gällande projektets planering, utförande och resultat har även analyserats.

Uppsatsens resultat tyder på att projektet inte hade startats i samma omfattning utan finansiering med ursprung ur visionen om ”Sverige - det nya matlandet”. Skapandet av projektplanen och dess efterlevnad upplevs som positivt av projektets deltagare, likaså rapportering och uppföljning, även om viss flexibilitet varit önskvärd i vissa processer. När det gäller projektframgång hos "Utveckling av Örebroregionens vicTualier" är uppsatsens resultat tudelat. Rörande projektgenomförande och uppfyllande av medlemmarnas mål kan projektframgång tillskrivas projektet. Vad angår ren företagsmässig prestation och planering för framtiden är projektframgången mindre tydlig. VicTualia ekonomisk förening står nu utan finansiering, vilket gör att framtiden för verksamheten är oviss. Varför så är fallet diskuteras utifrån uppsatsens empiri och teori. Förslag till förbättringsåtgärder för processen runt projektstöd ges, som bör kunna avhjälpa dessa problem hos andra projekt som drivs för att uppfylla visionen om ”Sverige - det nya matlandet”.

The government launched the vision "Sweden – the new culinary nation" in 2008. The vision is about tasteful food, world-class experiences and a living countryside. In order to fulfill the vision, the Swedish government enabled the possibility for food & agricultural projects to seek funding support from the Rural Development Programme.
VicTualia business association has obtained financial support during three years through this programme. The aim of the project is to develop the region of Örebro into a nationally prominent food area. The association wants to preserve local food traditions and food production, and promote members economic interests. The project has implemented a comprehensive project plan with regular follow-ups, in order to receive financial grants.

This thesis aims to investigate how vicTualia business association has been affected by planning through the written project plan. The thesis also aims to study in what extent the project affected the business results.
Theory about the planning process, business plans and business projects has been used in this thesis. The theory is used to analyze the development of vicTualia business association through a case study. Semi-structured interviews were conducted with people with different connections to the project. Documentation regarding the project planning, implementation and results have also been analyzed.

Thesis results suggest that the project would not have been started in the same scale without funding originating from the vision ”Sweden – the new culinary nation". The creation of the project plan seem to have had a positive effect on the creation of the project. Although reporting seems to be a positive aspect of the project, some people connected to the project wish that the report interval could be longer. Finally a few members also wished for more flexibility in certain processes.

When analyzing the project success, the results show inequalities in the achievement of the projects goals. Regarding project implementation and achievement, success can be granted. However, the future of the project success is less clear. VicTualia business association is now without funding, making the future of the business uncertain. Why this is the case is discussed based on the essay empiricism and theory. Proposed improvements for the process around the project is given.
